HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)
(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.
(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

STATEMENT OF WORK
1.0 INTRODUCTION
The Naval Sea Systems Command (NAVSEA) and Naval Air Systems Command (NAVAIR) require Ruggedized Portable Low and High Temperature Calibrators that are capable of generating and controlling stable and accurate temperatures at the accuracy and ranges specified in the Purchase Descriptions (PD) for Portable Low Temperature Calibrator (PLTC), Attachment 3, and Portable High Temperature Calibrator (PHTC), Attachment 4. The PLTC and PHTC will be used to calibrate items such as bi-metal & digital thermometers, temperature switches with bulb or coil probes (Detroit Switch model 222 types being the most prevalent within the Navy), various process control or monitoring temperature instrumentation and temperature reading instruments.
The PLTC will be used on shipboard and shore-based facilities and must conform to CLASS 3 requirements as listed in MIL-PRF-28800. Equipment will also be subjected to operational conditions aboard both military and commercial land, sea and air vehicles during periods of operation, transportation and storage. The Naval Surface Warfare Center (NSWC), Corona Division, Code MS33, is the technical agent for both NAVSEA and NAVAIR on this effort.
2.0 BACKGROUND
NAVSEA and NAVAIR current ruggedized temperature calibrators are obsolete and repair support has become a major issue. While various manufacturers sell portable temperature calibrators, none currently offer units of adequate ruggedness for Navy use, in particular onboard Navy ships. Hence these will be modified COTS units and a request for proposal and two first article PLTC and PHTC units will be the initial contract. The Navy (NSWC Corona, Code MS33) will evaluate the proposals as well as the first articles for technical adequacy (CLINs 0001 & 0002). When first articles are deemed adequate, CLINs 0004 and 0005 shall be for both NAVSEA and NAVAIR to purchase units over 5 years.
