About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation involving radio repeater system upgrades at NAS Oceana, Buildings 522 and 523.
The document addresses site access requirements and procedures for prospective offerors conducting pre-bid surveys. Key requirements include: submission of the SECNAV 5512/1 form (site access form) and a Visitor Access Letter to Romaine Davenport and Emily Maguire via encrypted email or DoD SAFE drop; completion of the 2210/2 form for photograph authorization, with all photos reviewed at site visit conclusion to ensure no sensitive information is captured; submission and approval of the 2210/4 form PED for RF signal measurement equipment prior to the site visit, with device verification required on check-in day; and provision of vehicle registration, proof of insurance, and driver's license when reporting to Pass and ID for access passes. Roof access will be arranged with an escort provided at check-in; no personal protective equipment, fall protection, or lift equipment is required. The solicitation does not provide building floor plans or drawings; however, vendors are permitted and encouraged to conduct on-site surveys during a designated site visit day to inspect existing repeater systems, antenna locations, cable pathways, and roof conditions to inform accurate pricing. All site visit instructions and contact information are referenced in Section L of the solicitation.

Question: Site access forms. We have the SECNAV 5512/1 from the solicitation attachments. Please confirm the submission deadline and the correct recipients. Because the completed form is CUI and contains Privacy Act information, please also advise whether you prefer encrypted email, a DoD SAFE drop, or another method rather than standard email.
Answer: You can send encrypted or through DoD Safe drop, whichever is convenient, to Romaine Davenport & Emily Maguire. See Section L of solicitation for contact info.
Question: Sponsor verification. Please confirm the process for sending sponsor verification to NAS Oceana Pass and ID, and who we should follow up with to verify it has been received. We plan to obtain passes on 10 August, the day prior.
Answer: Submission and verification of 5512 and Visitor Access Letter to Romaine Davenport & Emily Maguire.
Question: Roof access. The requirement includes rooftop donor antennas and weather-rated mounting. To quote accurately we need to see the roof during the survey. Please confirm whether roof access can be arranged, who will escort, and whether fall protection, specific PPE, or a lift will be required or provided.
Answer: Roof access will be arranged. Escort will be provided at time of check-in. No PPE necessary. No lift required.
Question: Photographs and site documentation. We understand photographs, drawings, and retained site details require prior written approval. We are requesting approval to take photographs and measurements of the existing repeater equipment, antenna locations, cable pathways, and roof conditions, solely for the purpose of preparing our quotation.
Answer: Photographs can be taken, provided that at the conclusion of the site visit, all pictures will be reviewed and verified to ensure no sensitive information has been captured. The 2210/2 form (attached) will also need to be completed.
Question: Test equipment. We intend to bring RF signal measurement equipment to take pre-installation readings. Please advise whether this needs to be declared in advance or is subject to any restriction.
Answer: 2210/4 form PED (attached) submission & approval required prior to visit;
verification of device day of check-in.
Question: Vehicle access. Our personnel will arrive in a company-owned vehicle.
Answer: Vehicle registration, proof of insurance, and driver’s license is required when you report to Pass & ID for Access Pass.
Question: Can you provide a drawing of these 2 buildings for design purposes and to create a BOM?
Answer: Drawings are not being provided but vendors will have the opportunity to see the area on the site survey day to assist with pricing. See Section L of the solicitation for details.
Question: Floor Plans: Are floor plans for Buildings 522 and 523 available? If so, could they be provided to prospective offerors?
Answer: No floor plans are being provided but vendors will have the opportunity to see the area on the site survey day to assist with pricing. See Section L of the solicitation for details.
Question: Site Visit and RF Site Survey: Will prospective offerors be permitted to visit the site to inspect the existing repeater systems and conduct an RF site survey before submitting quotations? If so, please provide the registration process and any site-access requirements.
Answer: No floor plans are being provided but vendors will have the opportunity to see the area on the site survey day to assist with pricing. Site visit instructions are included in the solicitation section L.
