About this file
This is a Questions and Answers document for RHIB Training Solicitation N6339426Q4020, a federal training contract opportunity. The document addresses vendor inquiries regarding contract requirements and clarifies ambiguities in the underlying solicitation documents.
The solicitation involves providing Rigid-Hull Inflatable Boat (RHIB) training courses, specifically SUW13 and SUW22 training programs. Each SUW13 class requires one MK3 and one MK4 RHIB, while fuel costs must be included in contractor proposals based on receipt of equipment. Curriculum development for both courses—120 instructional hours for SUW13 and 40 instructional hours for SUW22—should be primarily instructor-led training (ILT) and must be priced separately when bidding CLINs 0001 and 0013, as these CLINs cover only training execution. Instructor Planning Documents must be submitted within one calendar week of CLIN activation when less than 100 days of advance notice is provided. No Interactive Multimedia Instruction (IMI) is required. The government will not provide CAC cards or government laptops to instructors, and no reimbursable CLIN exists for emergent repairs; all parts and materials will be provided via a tool kit. Clearance eligibility to SECRET level is required. Technical capability evaluation is based solely on the vendor's ability to provide a quote meeting Statement of Work requirements, with no separate technical response needed. The solicitation page limit is 10 pages for technical, price, and past performance sections combined. Government does not track contractor fuel usage or work hours, and no separate fuel CLIN will be added at this time. The small business set-aside applies to NAICS 611519, and the Form 1440 is not applicable to this solicitation.
