About this file

This is a Questions and Answers document from a federal contract opportunity regarding equipment lifting and crane operations within a facility.

The document addresses 13 questions submitted by potential contractors regarding crane specifications and operational parameters for lifting equipment. Key requirements include: a crane capable of operating within a 240-inch height restriction inside the facility, with a maximum hook height of 195 inches, to safely support lifts identified in the statement of work. For the foundation lift, rigging procedures per specification 3120-22C0008-E71, Appendix F require 8-foot straps and a special shackle configuration without spreader bars; Hatch and Cover assemblies require 10-foot straps per the same procedure. The government indicates that any comparable crane meeting lift requirements and building restrictions is acceptable—a Broderson carry deck crane is not specifically mandated. Critical operational details remain undefined, including the working radius from crane centerline to the set location, the exact distance between pick points on units to be lifted, clearance distances from pick points to ceiling, and whether crane setup can occur immediately adjacent to components being lifted. The government confirms no obstructions are anticipated for crane setup and load movement. Several questions regarding facility-specific constraints and dimensional specifications received no answer or were noted as information not available, indicating contractors should conduct site surveys and coordinate directly with the government for operational planning.

1. Will the equipment be rigged to directly (spreader bars needed)?

Answer: For the foundation lift, a spreader bar is not needed, as per procedure 3120- 22C0008-E71, Appendix F, which uses 8’ straps and a special shackle configuration.

For the Hatch and Cover assemblies, 10’ straps are used per procedure 3120- 22C0008-E71. (The procedure is CUI)

2. Do you need a 100T crane or something that will fit in the building with a max height of 20’?

Answer: A crane that can operate within the height restriction (240”) inside the facility is required. It must safely support the lifts identified in the statement of work.

3. Do you know the lift radius from the crane to the equipment drop point?

Answer: The lift or working radius cannot be determined as it depends on the crane's placement and boom length.

4. What is the anticipated working radius from crane centerline to the set location? We have the pick weight, but boom length and radius will determine whether a carry deck crane is sufficient and, if so, which size?

Answer: The anticipated working radius cannot be determined because it is dependent on where the crane is set and the boom length.

5. What is the required final set elevation / hook height (approx.)?

Answer: 195” is the maximum hook height.

6. De we know the working radius of the lifts to be done in relation to the setup position of the crane?

Answer: We do not have an answer to this question.

7. What is the distance between the pick points on the units to be lifted?

Answer: This information was not available.

8. What is the distance from the pick points on the assembled units on the top of the unit to the ceiling?

Answer: We do not have an answer to this question.

9. Does the 240” restriction refer to the crane’s overall travel height at the doorway, or the maximum hook height allowed inside the building?

Answer: This information was not available.

10. If a carry deck is required, is a Broderson specifically required, or is a comparable carry deck acceptable?

Answer: Any comparable crane that can safely support the lifts requirements within the building restrictions will be considered.

11. Do we know the working radius of the lifts to be done in relation to the setup position of the crane?

Answer: No, the working radius is not known as it will depend on the crane's setup position and boom length.

12. Are there any obstructions in the way of crane setup and moving of loads?

Answer: None to my knowledge.

13. Can the crane set up right beside where the components are being lifted/assembled?

Answer: We do not have an answer to this question.
