About this file

This document contains questions and answers from an Industry Day event held by the Department of the Navy Naval Sea Systems Command on July 31, 2018 regarding solicitation N6339418R0014. The Navy seeks to award multiple Indefinite Delivery/Indefinite Quantity contracts for engineering, technical, and programmatic support services for the Q-70 class of submarines. The period of performance is one base year with four one-year options. The maximum aggregate value of all task orders across all IDIQ contracts is $25 million. Offerors should not expect access to existing code bases or testing software. Task orders may provide government furnished materials, equipment, or lab access as needed. Virtualization is being considered Navy-wide but no Q-70 specific plans currently exist. Full and open competition is planned without set asides. The lowest price technically acceptable source selection procedure is anticipated but tradeoff is possible. Past performance will be evaluated on relevancy and recency. Quarterly program reviews may occur at contractor or government facilities. Production acceptance testing requirements will be determined at the task order level.

Q-70 INDUSTRY DAY EVENT Q/A

HOSTED ON JULY 31, 2018

1) Is this truly a multiple award IDIQ?

a) The Government anticipates award of a multiple award IDIQ. However, the Government reserves the right to award no contract or a single contract, depending on the quality of the proposals received and availability of funds.

2) Will the Government have a system integration lab?

a) The Government does not have a dedicated integration lab; however, there are existing Navy labs and facilities that can be scheduled and used for such integration efforts as individual task order requirements dictate.

3) Will GFM be provided for redesign, need equipment or access to labs?

a) Available GFM and/or Government facility lab access will be made available as individual task order requirements dictate.

4) Is the Government planning to provide historical pricing, hours, estimates?

a) No.

5) Has the Government considered virtualization for Q70 architecture?

a) Virtualization is being looked at Navy-wide, but no definitive development nor fielding plan currently exists for Q70 virtualization.

6) Is this being set aside for small business?

a) No. Full and Open competition is planned.

7) Do we have the code base for updates to diag tools?

a) Offerors should assume that the code base is unavailable.

8) Does the Government have the Production Acceptance Testing Software?

a) Offerors should assume that the software is unavailable.

9)Which source selection procedures will be used? Lowest Price Technically Acceptable (LPTA) or Tradeoff?

a) The Government anticipates that contract award will based on use of tradeoff procedures to determine best value.

10)Past performance is there anything that will eliminate potential vendors?

a) The Government will evaluate each Offeror's past performance using a three-step process. First, the Government will determine whether the project is recent. Second, the Government will evaluate the relevancy of all projects/contracts submitted by the Offeror and other information available (relevancy assessment). Third, the Government will, considering relevancy and the Offeror's performance on those contracts, assign a Performance Confidence Assessment Rating. Offerors for whom past performance information is not available or is so sparse that no rating can be reasonably assigned will not be evaluated favorably or unfavorably and, as a result, will receive an "unknown confidence" rating for the past performance factor. Negative past performance may result in the Offeror receiving a "limited confidence" or "no confidence" rating.

11)Paragraph 5.2.4 of the SOW mentions the requirement for Quarterly Program Reviews. Considering frequency, it is unclear if those will be held exclusively at the governments location.

a) Section 5.2.4 of the Draft SOW will be updated to include at contractor facility or telcon.

12) Testing requirements need to be addressed in regard to Production Acceptance Testing.

a) The Government does not anticipate any major production requirements; however, FAT or PAT requirements will be determined at the task order level.

13) Will RMA data be provided to industry?

a) Any existing RMA-related data will be provided to the awardee, as available.

14) Can cybersecurity requirements drive redesign?

a) Yes.

15) What is the anticipated contract ceiling value?

a) It is anticipated that the maximum aggregate value of all delivery/task orders issued during the entire five-year contract term among all of the multiple award IDIQ contract holders will not exceed $25,000,000.
