Statement of Work **Revised 12 JULY 2018** AN/UYQ-70 Advanced Display System Sustainment

1. INTRODUCTION

This Statement of Work (SOW) defines the efforts required for the manufacture, assembly, and test of the AN/UYQ-70 Advanced Display System equipment, spares, and associated technical services. The Q-70 contract shall provide: engineering services, supportability and life cycle support, and related procurements to the Air Dominance Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California.

NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the in-service engineering agent (ISEA) for the Q-70.

2. BACKGROUND

The Q-70 was originally chartered by the FY93 Defense Appropriations Act to meet the emergent display requirements of the Theater Air Defense Program, including Advanced Combat Direction System, Cooperative Engagement Capability, and Ship Self-Defense System requirements. FY95 Congressional language broadened these requirements to include the AEGIS Combat System along with emergent requirements for combat systems requiring and advanced display and processor capability. FY96 Congressional language provided for continued product improvements and initial post-production operation and support. Congressional language in each of the years FY97-FY02 directed integration of the AN/UYQ-70(V) into Navy combat systems.

The AN/UYQ-70(V) was designated an Acquisition Category (ACAT) IVT acquisition by the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN (RD&A)). Milestone III approval was granted in November 1997. With the increase in contract ceiling due to increased projected procurement the AN/UYQ-70(V) has been designated an Acquisition Category (ACAT) II based on the procurement total expenditure exceeding $660 million (10 USC 2302s, reference (o)).

The initial competitive AN/UYQ-70(V) contract was awarded in January 1994 in response to the need for a new generation of display, workstation, processor and network systems. The follow-on AN/UYQ-70(V) Production Contract, N00024-98-D-5202, was competitively awarded in July 1998.

Navy Display Systems competitive solicitation N00024-R-6312 was released on 2JAN2004. Despite efforts to foster competition - e.g., an industry briefing, a draft Request for Proposal (RFP), requests for industry comments and one-on-one meetings with potential bidders/vendors – when the solicitation closed on 1MAR2004, the Government received only one proposal. The Contracting Officer determined that proposal had been developed in a non-competitive environment and contained unacceptable assumptions. It consequently was deemed unacceptable. As a result, the solicitation was cancelled in its entirety on 15MAR2004.

A sole source contract, N00024-05-C-5132, was awarded for production of previously established AN/UYQ-70(V) configurations. A separate contract, N00024-05-C-5132, was established for two years of Cost Plus Award Fee (CPAF) for engineering services for development efforts. A BOA, N00024-05-G-5131, was established to provide support for AN/UYQ-70(V) variants no longer in production. A follow-on BOA (current), N63394-12-G-1240, to provide support for AN/UYQ-70(V) variants no longer in production, N00024-05-G-5131 was fully executed in 2012. The AN/UYQ-70(V) Basic Ordering Agreement, N63394-12-G-1240, was awarded in August 2012 and expired 30SEP2015. That BOA was a two-year, mix of Cost-Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP). That sole source Basic Ordering Agreement (BOA) was awarded with an authorized sole source procurement authority of $49 Million.

N63394-16-G-0002 was awarded 25FEB2016 to support continuing the Q-70 services. The Navy must continue the requirement for continued AN/UYQ-70(V) support in order to meet shipbuilding and platform modernization requirements of record, e.g. AEGIS, Acoustic Rapid COTS Insertion (ARCI), Ships Self Defense System (SSDS), and Space and Naval Warfare Systems Command (SPAWAR). The result was issuing a new BOA in a two-year increment beginning 18 December 2015 through 17 December 2017, with a ceiling of under $10 Million.

The AN/UYQ-70 Advanced Display System (Q-70 ADS -or- Q-70 -or- ADS) is a continuously evolving family of display, processor, and network systems, designed to satisfy a wide spectrum of mission critical and mission essential applications. In conjunction with this objective, it is concurrently a Software Operating Environment built to comply with Open Architecture (OA) standards, incorporating functionally modular designs comprised of Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI) software and hardware components. These components integrate together using industry-accepted software and communication interface standards IAW Prime Item Development Specifications (PIDS).

This OA approach using COTS/NDI products and industry interface standards allows for reduced development time, reduced non-recurring and recurring costs and shortened procurement schedules, as well as timely technology upgrades at the component, module, and system levels which hosts and executes customer combat and weapon systems (i.e., ACDS, AWS, CEC, C2P, SGS, E-2C) application software, orders up to IT Level II to provide the required operational display, peripheral processor, and network requirements, and advanced capabilities. Additionally, it is a System Integrator Support Structure, which includes Commercial Direct Vendor Delivery (CDVD) / Performance Based Logistics (PBL), obsolescence management and Integrated Logistics Support (ILS) for the Q-70 Equipment. Q-70 equipment is installed on numerous classes of surface ships, submarines, and E-2C aircraft throughout the US Navy (USN) and Foreign Military Sales (FMS) Fleet.

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is the In-Service Engineering Agent (ISEA) for the Q-70 and AEGIS Weapon Systems (AWS).

The Q-70 consists of the Enclosure Assembly and 3 (three) subsystems for: Processing, Storage/Extraction, and Input/ Output (I/O). The Enclosure Assembly includes power, cooling, and hotel services. The Processing Subsystem provides the computing resources to execute Navy Combat System Application programs on various platforms. The Storage/Extraction Subsystem provides the mass storage resources required for Operating System (OS) image storage, program storage, data extraction, and database management. The I/O Subsystem provides the resources required to interface the processing and storage hardware to various external elements.

Through its ability to host multiple types of software applications, the Q-70 provides the processing resources for multiple Combat/Weapons systems:

Family of Combat Systems & Networks/Display Workstation under AN/UYQ-70:

· AEGIS and SSDS Advanced Display System Consoles

· Peripheral Emulation Program Console
