SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Q&A - AMENDMENT 0001
Document Description
Page # Section/ Paragraph
Question/Comment Government Response
Solicitation 74 Section E Inspection & Acceptance
Section E states FOB Destination.
Clarify if FOB Destination for all CLINs will be CONUS or OCONUS.
The solicitation has been amended to change all supply CLINs from FOB Destination to FOB Origin.
Solicitation 133 7.1.1 Element 1: Production Capabilities
7.1.1.a. Will the Government exempt the proposed Work Breakdown Structure (WBS) from the Volume 1 page count, in the same fashion they exempted the Integrated Management Schedule (IMS) from the page count in Section 8.1.2.f.?
The solicitation has been amended to exempt the WBS from the page count.
Attachment J-S-2 - Price Cost Template
Tab "CLINs 0102- 0106"
Tab "CLINs 0102-0106"
The Total Estimated Cost does not equal the total from the CLINs above, 0102- 0106, is this intentional?
Attachment J-S-2 has been revised to reflect the correct total.
Solicitation Pages 5-7, 74-76
Section B, Section E
All Kits are FOB Destination, is the Government expecting a single price regardless of the destination or number of shipments to a destination (i.e. same price for 8 kits to Norfolk vs 1 kit to Rota)?
The solicitation has been amended to change all supply CLINs from FOB Destination to FOB Origin.
The Government may require the contractor to ship all supplies on a cost-reimbursable basis under the applicable ODC CLIN.
Solicitation Pages 42-
Section C Can the Government clarify which paragraphs are applicable to the FFP CLINs and which are applicable to the Engineering Services CLINs? For example, Section 5.3 requires Obsolescence Management and Reporting. Will the government fund this under the engineering services CLIN on a continuing basis?
The requirements listed in Section C, SOW paragraph 5, apply to the CLINs as follows:
(1) Paragraph 5.4 applies to the
FFP CLINs for ORDALT Kits, INCO Kits, and OBA Spares;
(2) Paragraphs 5.11.3, 5.11.5, 5.11.6, 5.11.7, 5.11.8, and
5.11.9 apply to the FFP CLINs for installation; and
(3) Paragraphs 5.1 through 5.3, 5.5 through 5.10, and 5.12 apply to the CPFF CLINs for engineering services.
CLINs for CPFF engineering services and associated ODCs will be incrementally funded with tasking specified via Technical Instructions in accordance with
5252.242-9115 TECHNICAL
INSTRUCTIONS (APR 2015).
Solicitation Pages 30 -
Section B, CLINs 0092 -
Is there a listing for which equipment is included in the On-Board Allowance (OBA) spares and Installation and Checkout (INCO) spares?
The solicitation has been amended to include the parts lists for the OBA Spares and INCO Kit CLINs.
Solicitation 47 Section C, 5.1.12
Section C, paragraph 5.1.12 of the RFP states: "In conjunction with the COR and Contracting Officer, the Contractor shall assign standard eCRAFT labor categories to each existing proposed and executed labor category on the Task Order/Contract." Please clarify if this statement means that after award other labor categories not identified in the RFP may be used that are still compliant with eCRAFT?
For the CPFF engineering service CLINs, the offerors are required to propose and perform using the labor categories and equivalent eCRAFT codes specified in Section L, paragraph 10.2(b)(i). For the FFP installation service CLINs, the contract awardee will be required to work with the COR and Contracting Officer after award to assign standard eCRAFT labor categories.
Solicitation 50 Section C, 5.7.1 A host of products and activities are listed which are elements of Integrated Logistics Support (ILS). However, the RFP does not establish an ILS program as is typically required to support the ISEA. The Labor Categories and Annual Hours table does not list the personnel required to perform these activities. Clarify if the requirement for this contract is only for maintenance and update of existing documents, or will new development efforts be required.
The IPS (or ILS) requirements are incidental to the engineering services and any engineering changes. Any engineering changes will require commensurate update or maintenance of existing ILS/IPS documentation to meet supportability requirements specific to any such change(s). The labor categories and annual hours for developing the CPFF Estimates Table in Section L, paragraph 10.2(b)(i) adequately lists anticipated personnel required to perform the technical services (including logistics support).
SECTION A - SOLICITATION/CONTRACT FORM

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
Statement of Work Common Processing System (CPS) Sustainment, Installation, Procurement, and Engineering Services
1. INTRODUCTION
This Statement of Work (SOW) defines the efforts required for the limited manufacture, assembly, and test of the Common Processing System (CPS) equipment, spares, and associated technical services. The SOW also defines the efforts required to provide AN/UYQ-107B CPS Ordnance Alteration (ORDALT) Kits and related procurements, products, installation and harvesting services to the Air Dominance Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme California. Additionally, this SOW defines the efforts required to provide Engineering Services, Supportability and Life Cycle Support and related procurements to NSWC
PHD.
NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the In-Service Engineering Agent (ISEA) for the CPS.
2. BACKGROUND
The CPS provides a common computing infrastructure for ship combat systems. The CPS is a continuously evolving family of processor and network storage systems, designed to satisfy a wide spectrum of mission critical and mission essential software applications. The CPS maximizes flexibility and functional modularity by incorporating Commercial-Off-The-Shelf (COTS) Non-Developmental Item (NDI) hardware and software compliant with Open Architecture Computing Environment (OACE) technologies and standards. These components integrate together using industry-accepted software and communication interface standards in accordance with System Requirements Documents (SRDs).
The Common Processing System (CPS) consists of the CPS Enclosure Assembly including power, cooling and hotel services and three subsystems: The Processing Subsystem, the Storage/Extraction Subsystem, and the input/output (I/O) Subsystem. The Processing Subsystem provides the computing resources to execute Navy combat system application programs on Navy platforms. The Storage/Extraction Subsystem provides the mass storage resources required for Operating System (OS) image storage, program storage, data extraction, and database management. The I/O Subsystem provides the resources required to interface the processing and storage hardware to various external elements. Through its ability to host multiple types of software applications, the CPS provides the processing resources for multiple Combat/Weapons systems.
The CPS production equipment was designed, developed and delivered under NAVSEA Production Contract Numbers N00024-09-D-5212 and N00024-14-D-5213.
Resident in the current fielded Technology Insertion (TI)-12 AN/UYQ-107’s are an IBM Blade Server and an IBM Storage/Extraction Array. Resident in the current fielded TI-12R AN/UYQ-107A are an IBM Blade Server and Dot Hill storage system. The sale of the IBM Blade Server x86 Product Line to Lenovo, the foreign-owned Original Equipment Manufacturer (OEM) in 2014, triggered a corresponding restriction from the Department of Homeland Security (DHS) on procuring IBM parts that were manufactured after 2014. The subsequent TI-12H AN/UYQ-107B development eliminated the restricted items and addressed Dot Hill storage system obsolescence; resident in the TI- 12H are a Mercury XR5 Server and a Quantum 3824 Storage System. The ORDALT Kits procured under this contract are intended to perform a technical refresh of the IBM Blade Server x86 product line and obsolete Dot Hill Storage product line in existing AN/UYQ-107 and AN/UYQ-107A Cabinets in order to update the Cabinets to the TI-12H AN/UYQ-107B configuration.
