Attachment 3 – TTWCS COTS Brand Name or Equal Evaluation Instructions to the Offeror:

Instructions:

The Offeror shall create a separate row for each part with a VICD identified on the COTS Material List (attachment 1) and enter the VICD # in this column.

Instructions:

If the Offeror proposes to deliver the Brand Name item listed on the VICD, then enter “Yes”. If the Offeror proposes to deliver an Equal item, then enter “No”.

A response other than “Yes” or “No” results in an Unacceptable rating) If the “Brand Name Item?” response is “Yes”, then enter “N/A” in this column.

If the “Brand Name Item?” response is “No”, then the Offeror shall provide the Equal part’s name, Manufacturer CAGE code, Manufacturer Part Number. The Offeror shall then list all salient characteristics in the VICD, and provide evidence of how the equivalent item complies with each VICD requirement. Evidence must be provided to prove the Offeror’s claim of compliance; claims of compliance without evidence will result in an “Unacceptable” rating. Missing or unanswered salient characteristics will be treated as a claim without evidence and will result in an “Unacceptable” rating.

3.2.1Performance Characteristics. The unit allows commercial computers operating through the VME bus to interface with Naval Tactical Data Systems (NTDS) devices or systems.

Evidence of compliance: JOE’s NTDS card is capable of communicating with the Naval Tactical Data System standard, the test report JOE-NTDS-X is provided that shows the NTDS communication performed with Naval systems.

3.2.2 Physical Characteristics. The unit shall have the following physical characteristics.

Evidence of compliance: JOE’s NTDS card meets all of the physical characteristics. Design drawing JOE-NTDS-01 is provided to show the physical dimensions and of the card.

3.2.2.1 Connectors. The unit shall use two 96 pin DIN connectors, a 50 pin socket, a 34 pin socket, and a 40 pin socket.

Evidence of compliance: JOE’s NTDS card meets the connector requirements; it uses use two 96 pin DIN connectors, a 50 pin socket, a 34 pin socket, and a 40 pin socket. Design drawing JOE-NTDS-01 is provided as evidence of meeting this requirement.

3.2.2.2 Dimensions. The unit shall have maximum dimensions of 7.0 inches long by 10.25 inches wide by 0.75 inches high.

Evidence of compliance: JOE’s NTDS card meets the exact physical dimension requirements of 7.0 inches long by 10.25 inches wide by 0.75 inches high. Design drawing JOE-NTDS-01 is provided as evidence of meeting this requirement.

3.3.1 Operating Temperature. The unit operates between temperatures of 5 to 50 degrees C.

Evidence of compliance: JOE’s NTDS card can operate between temperatures of 0 to 80 degrees C as evidenced in the temperature test conducted by Independent Laboratories on February 1, 2014. Independent Laboratories test report JOE-IL-001 is provided as evidence of meeting this requirement.

3.3.2 Storage Temperature. The unit shall withstand exposure to temperatures between -10 to 55 C without damage.

Evidence of compliance: JOE’s NTDS card can withstand storage temperatures of -10 to 100 C without damage as evidenced in the temperature test conducted by Independent Laboratories on February 1, 2014. Independent Laboratories test report JOE-IL-001 is provided as evidence of meeting this requirement.

3.3.3 Humidity. The unit shall operate in a relative humidity of 5% to 95% non-condensing.

Evidence of compliance: JOE’s NTDS card has been tested to operate in a relative humidity of 0% to 99% non-condensing as evidenced in the humidity test conducted by Independent Laboratories on January 10, 2014. Independent Laboratories test report JOE-IL-002 is provided as evidence of meeting this requirement.

3.3.4 Shock. The unit shall be capable of operating when exposed to the shock requirements of MIL-S-901 (Grade A) when installed within a shock isolated enclosure.

Evidence of compliance: JOE’s NTDS card has been tested to withstand MIL-S-901 (Grade A) when installed in enclosures as evidence in the shock test conducted by Independent Laboratories on March 20, 2014. Independent Laboratories test report JOE-IL-003 is provided as evidence of meeting this requirement.

3.3.5 Vibration. The unit shall be capable of operating when exposed to the vibration requirements of MIL-STD-167-1 when installed within a shock isolated enclosure.

Evidence of compliance: JOE’s NTDS card has been tested to withstand MIL-S-901 (Grade A) when installed in enclosures as evidence in the shock test conducted by Independent Laboratories on March 30, 2014. Independent Laboratories test report JOE-IL-004 is provided as evidence of meeting this requirement.

6.4 Authorized firmware revision is 41ABC_2 as indicated by stickers on U22-29.

Evidence of compliance: JOE’s NTDS card is capable of operating Visicom Laboratories firmware 41ABC_2. Software test report JOE-SW-01 is provided as evidence of JOE’s NTDS card operating at the required firmware level. Design drawing JOE-NTDS-01 is provided as evidence to show the stickers on U22-29.
