INDUSTRY QUESTIONS AND ANSWERS

QUESTION PWS/SOW/RFQ

REFERENCE

RESPONSE

Q1 Do the plates need to be NIJ Certified or Test To standards?

NIJ “Notice of Compliance” letter for the ballistic plates submitted meet 0101.06 Type III (Rifles) Special Threat Plate, including multi-hit ballistic protection from 5.56x45 M193, 7.62x39 MSC, 7.62x51 M80 in conjunction with (ICW) Level IIIA soft armor.

The Government will accept either NIJ Certification, or NIJ testing results to standard from an independent laboratory.

Q2 Does the NCIS have specific soft armor that this plate is to be worn with? If so, what is that soft armor model? (Note the only way for an ICW plate to be NIJ certified is to be tested and certified in conjunction with that specific soft armor model.) Or is NCIS also looking for soft armor to be delivered with the plates?

Page 3 under the Requirements section: NIJ “Notice of Compliance” letter for the ballistic plates submitted meet 0101.06 Type III (Rifles) Special Threat Plate, including multi-hit ballistic protection from 5.56x45 M193, 7.62x39 MSC, 7.62x51 M80 in conjunction with (ICW) Level IIIA soft armor.

NCIS currently uses level IIIA soft armor. This requiremet is only for Ballistic Plates.

Q3 Will NCIS consider a plate that meets the NIJ

0101.06 requirements (independent test data provided) but is not officially certified? The NIJ stopped accepting certification applications some time ago because of their transition to NIJ

0101.07. Additionally, again the plate cannot be officially certified without the soft armor.

Page 3 under the Requirements section.

See answer to Q1.

Q4 Page 5 of the solicitation says that “Quotes shall include FBI testing results”. Can the Government clarify what is meant by “FBI testing”.

Page 5 under the Quote Submission section.

The Government has removed this requirement from the solicitation. Please disregard.

Q5 The side plates are listed as “multiple standard sizes”. Standard sizes for side plates are typically 6x6 and 6x8. Are specific sizes required / requested? Does the government require a 4x6 plate?

Side plates are referenced on page 3 under the Requirements section as well as on page 5 for the sample articles.

The Government requires one (1) pair of Medium front/back, one (1) pair of Large front/back, and one (1) pair of 4x6 left/right and/or one (1) pair left/right 6x6.

Q6 Can the government confirm that 16 total individual plates are requested? The articles to be delivered include 4 sets (front/back/2 sides) in the S, M, L, XL size?

Page 4 – 5 under the “Representative Article Submission” section.

See answer to Q5. A minimum of 6, and maximum of 8 individual plates should be provided as Representative Articles.

Q7 Is there a specific shade of “multicam” fabric requested under award?

Page 3 side plate requirement references “Multicam Molle”.

The Government is requesting the original shade of multicam fabric.

Q8 Can a different shade of fabric be utilized for the Representative Article Submission? These materials have large minimum order quantities and long lead times, so allowing a sample in a different shade for purposes of the demonstration articles would be helpful.

Page 3 side plate requirement references “Multicam Molle” as well as page 5 for the sample articles.

The Government will accept a Representative Article with a different shade of fabric for testing purposes only.

Q9 Number 8 of the requirements list features a requirement for side plates in standard sizes.

Does the Government require a sample for each/all the side plate options available in the offered model, or will the Government specify what size side plate is desired?

Page 3 under requirements

See answer to Q6.

Q10 Number 1 of the requirements list features a requirement for “Notice of Compliance” letter. If the offered model has been tested at NIJ for NIJ

0101.06 certification, but has not yet received the actual letter from NIJ, will the Government accept test report from NIJ Certification process as a viable compliance attribute for this metric?

Page 2 under requirements.

See answer to Q1.

Q11 In the Quote Submission section of the RFQ, the requirement calls for the following: “Quotes shall include FBI testing results.” Is this a misprint in the RFQ or does the Government in fact require FBI test results? If so, please provide the protocol that is being evaluated since there is no such information regarding FBI testing in the entire RFQ.
