52.212-2 ADDENDUM: EVALUATION
EVALUATION: The Government intends to establish a single-award firm-fixed price Blanket Purchase Agreement (BPA) to satisfy this requirement to the vendor who is found to be responsive and provides an acceptable quote to the Government, by virtue of being deemed Lowest Price, Technically Acceptable. It is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement. The Government reserves the right to issue no award at all resulting from this solicitation, depending on the quality of quotes submitted.
Vendors are to quote on all items. The vendor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies.
Quotes determined to have passed the technical capability requirements will then be evaluated for a fair and reasonable price determination. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis.
The Government intends to evaluate quotes and award without exchanges with vendors. Therefore, each initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with the vendor if the Contracting Officer later determines them to be necessary.
TECHNICAL: To ensure technical compliance, the government will evaluate quotes as follows:
a. The Quoter must clearly demonstrate that the quoted solution meets the solicitation requirements.
A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
The following ratings/definitions will be utilized for Technical Compliance:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirement of the solicitation
PRODUCT ASSESSMENT:
Product assessments will be performed in order to ensure the product meets the technical specifications outlined.
Representative Articles will be assessed to meet the following in accordance with the specifications listed below:
Comfort Fit Flexibility Function
Please see the attached Assessment crosswalk.
Six (6) REACT Operators will participate in a series of controlled events to assess the representative articles. Each representative article will be determined Technically Acceptable or Unacceptable. All Assessors are qualified Federal Law Enforcement personnel.
Each ballistic plate set and accompanying side plates will be worn in both indoor and outdoor environments for a total of 4 hours conducting a series of events. Events will include: pistol and rifle shooting, navigating common obstacles with pistols and carbines and tactical movement.
PRICE. The price quote should avoid ambiguities of inclusion, exclusion, or content. The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques deemed appropriate.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given evaluation, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements.
Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the pricing for completeness and accuracy.
The quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.
