Responses to Questions for solicitation N62793-24-Q-0002 (Second Set of Questions with Responses)

Question 5 - How will users be notified of their assigned space in the overflow lot, considering it's un-numbered? Will there be a map or visual reference within the app?

Govt Response: As stated in the Performance Work Statement, there are currently six parking lots utilized by SUPSHIPNN personnel. Each lot has an independent name and numbering system, as well as un-numbered space overflow lots. The vendor’s Parking Management Service (commercially viable website and Smart Phone App) must be capable of automatically placing unassigned Users in an overflow lot with a number of un-numbered spots, as predetermined by the Parking Committee (PC). A map or picture of the lot location would suffice.

Question 6 - How will the system identify compact spaces? Will it be through user input during vehicle registration or through a pre-defined list within the app?

Govt Response: The vendor’s Parking Management Service must be capable of identification of compact spaces. The Government will provide a pre-defined list of compact spaces to the vendor.

Question 7 - How will visitor parking requests be handled outside of normal working hours when the VP might not be available?

Govt Response: The VP will only assign visitor parking during normal working hours. The Parking Management Service will allow the PC to assign spaces to non-SUPSHIPNN personnel, if no visitor spaces are available. These assignments will also only be made during normal working hours.

Question 8 - Will the training videos/sessions be provided for users be online, in person, or both? Are there any costs associated with the training?

Govt Response: As stated in the Performance Work Statement, the Contractor shall provide training videos/sessions to the PC and all SUPSHIPNN personnel on the use of the Parking Program, website, and APP. Online training is preferred as the training shall be available to new SUPSHIPNN personnel for the term of the contract. Any costs associated with training shall be included in the proposed price.

Question 9 - Can you elaborate on the data security and privacy measures in place to protect user information, especially license plate numbers?

Govt Response: As stated in the Performance Work Statement, the Contractor must possess all licenses and Cyber/IT certifications and Computing Environment qualifications required by US Federal, State, and Local laws prior to performance of this contract and shall maintain them during the term of the contract. Additionally, the Contractor shall be responsible for the information input and contained within the APP database that at no point should it be utilized or stored for any purpose, other than the intentions of the application listed in the PWS.

Question 10 - Can the reports generated by the system be customized to include specific data points as needed by the PC?

Govt Response: As stated in the Performance Work Statement, the Parking Program Management service software shall be capable of providing usage metrics reports by lot/space, as determined by the PC, in an electronic format compatible with Microsoft Excel version 2016 or later.

Question 11 - Can the timeframe for users to claim their space be adjusted by the PC based on specific needs?

Govt Response: Yes.

Question 12 - Can the system handle multiple group assignments with different overflow lots, and how would conflicts be resolved?

Govt Response: As stated in the Performance Work Statement, the group assignment feature is an optional capability of the vendor’s Parking Program Management service, desired by the PC. Yes the intention is that groups would be assigned to a specific lot(s) and when they are full the users that did not get a spot in their assigned lot would get assigned to overflow. If overflow is full the user must find another place to park.

Question 13 - Will the new system integrate with any existing SSNN IT infrastructure or databases?

Govt Response: As stated in the Performance Work Statement, the vendor’s Parking Program service and APP shall be available and accessible 24 hours a day, 365 days a year from any Smart Phone, with alternate access by computers/laptops/tablets. The vendor’s Parking Program Management service will not be integrated into SUPSHIPNN IT infrastructure or databases.

Question 14 - What is the estimated timeline for implementing the new parking program and app, including training for both the PC and users?

Govt Response: There is an immediate need for this requirement. Therefore, there is no time for development of a new program/application. After contract award, training for the SSNN PC and then users would be within a few weeks.

Question 15 - Is there a proposed budget for this project?

Govt Response: The use of a parking service application will be awarded at the proposed cost.

Question 16 - Are you looking for a COTS system that is already built or will this be made from the ground up?

Govt Response: The Government requires the use of an existing program that will provide services as outlined in the PWS.
