Sheet1 Questions for Solicitation N62793-23-R-A001
CONTRACTOR QUESTION 1:
On questions/clarifications being submitted, will they be answered upon submission, or answers will only be received back by the contractors after the final submission date of 10:00 am, Eastern Time on 16 June 2023? RESPONSE: Responses issued 7/26/2023
CONTRACTOR QUESTION 2:
Per SOW 22.2, Cabinetry should be fabricated from aluminum extrusion, aluminum sheeting or stainless steel. The finishes will be laminate, vinyl, fabric, paint or powder coat.
- The SOW requires Fine Wood in some areas (one Fine Wood Executive L-shaped Desk) and Luxury seating. Is the ship going to expect Mil-Spec or Commercial Furniture? RESPONSE: The intent is for most material to meet MIL-SPEC Standards. However, where specifically called out in the SOW the intent is to have custom items made which may not fall under MIL-SPEC. This is a Ships Force(SF) decision…. If non-Mil-Spec is desired then SF will need to make that call and also make the formal request to SEA05V for a Departure from Specifications (QAO). Recommend comprehensive review (positive & negative) for what is desired to not meet mil-spec (desks, cabinetry, bulkhead and overhead treatments).
CONTRACTOR QUESTION 3:
Per SOW, under CLIN 0001 - Flag Cabin (03-148-0-L) / CLIN 0007 - CO In-Port Cabin (03-160-7- L) / CLIN 0015 - XO Cabin (2-180-2-L) / CLIN 0021 - Chief Of Staff Cabin (03-143-0-L) / CLIN 0029 - CMC Office (2-145-2-Q), Luxury seating and lounge furniture items to accommodate up to 10 people. Actual material requirement will include a mix of executive grade sofas, sectionals, love seats, lounge chairs, coffee tables, end tables, media cabinets and accent pieces and will be determined by Ship’s Force based on the best fit, form and function of choices as presented in the KTR’s design package.
- This appears to be a blanket statement. Contractor requests that specific items be called out or a total dollar amount cap be placed for equal competitive bid.
RESPONSE: The contractors had the opportunity to ship check and do research for the types of materials that go into these spaces to assist in the proposal development. Intent is not to provide a price cap per space for materials.
CONTRACTOR QUESTION 4:
Per SOW 5.4.9, KTR is authorized to load ship with necessary tools and material to support installation.
- Will SUPSHIP provide the Contractor with a secured lay down area in the Hanger Bay to store equipment, materials, tools and etc…?
RESPONSE: SUPSHIPNN will provide a laydown area. SUPSHIPNN will not provide fencing to secure the laydown area, however, will allow the contractor to bring in their own fencing to secure the laydown area provided. Tools can be locked up in gang boxes on the ship or in spaces where KTR is working like all other groups working onboard.
CONTRACTOR QUESTION 5:
Per SOW 6.2.1.1, Actual material dollars obligated verses Material dollars planned since the previous report (usually for the previous month), and cumulative material dollars obligated, and 6.2.1.2, Actual Man-hours expended and cumulative man-hours expended verses man-hours planned as of the last day of the previous KTR accounting period.
- Since this is a FFP contract, a financial report will not be provided along with the monthly contract progress report.
RESPONSE: SOW paragraph 6.2.1.1 and 6.2.1.2 are hereby removed please see revised SOW.
CONTRACTOR QUESTION 6:
Per SOW 5.5.1, …KTR’s warehouse must be ready to receive the equipment procured under this task immediately at no additional cost.

RESPONSE: SOW paragraph 7.1 is hereby revised. If your Quality Mangement System is certified you must provide a copy of the certification.
CONTRACTOR QUESTION 8:
In accordance with SOW 8.11, Can SUPSHIP provide guidance as to how the Contractor should estimate the necessary level of effort for a CTWD coordinator without any of the technical documents associated to the distributive and electrical systems be available? Does SUPSHIP want the bidder to provide a full time CTWD coordinator for the overall POP identified in the SOW? RESPONSE: KTR needs to have the capability to provide CTWD coordination as needed throughout the duration of the contract. This does not necessarily mean this contract would need to employ an individual for 40-hours/week for multiple years.
