8.5 Government Furnished Information and documentation will be available in time to support procurement of any long lead material.
8.6 KTR shall conform to OSHA regulations regarding removal of lead paint, asbestos, fiberglass and mineral fiber insulation in a shipboard environment. The identification of this material must be reported to the COR immediately.
8.7 The installation period of performance is projected from contract award date through Topside Construction Completion Date (TCCD) at Newport News, VA.
8.8 A contract will be issued in sufficient time for the KTR to ship check the existing conditions, contract necessary support services and create an appropriate work instruction, schedule, and scaled compartment configuration drawings.
8.9 Prior to working onboard CVN-74, all KTRs must ensure at least one key employee completes KTR Technical Work Document (CTWD) training with Department E-25 from Newport News Shipbuilding (HII-NNS) Removal, installation or entry into all distributive systems will require the KTR to process the appropriate CTWD’s in accordance with HII-NNS procedures and the Navy’s Tagout User’s Manual (TUM). Prior to starting any work associated with distributive systems the KTR shall have received an approved CTWD(s) for each applicable distributive system.
8.10 Ship’s Force will provide applicable Lighting, General Power, HVAC, Potable Water, Salt water Plumb Drain and Communication Circuit Drawings to support KTR’s planning effort for this Statement of Work (SOW).
8.11 Processing CTWD's and Work Authorization Form (WAF's) can sometimes take more time than initially anticipated depending on how accurately technical drawings reflect the existing configuration of the ship's systems. KTR is expected to notify the COR in a timely manner for each instance where they encounter significant differences between system drawings and the ship's configuration. KTRs should ensure they factor into their bids an adequate amount of time per applicable distributive system in each compartment for their CTWD coordinator(s) to interface with HII-NNS and Ship's Force to process appropriate work control documents.
8.12 Since processing CTWD’s will be integral to performing High-Vis work, the KTRs shall ensure adequate qualified personnel are available on site to support the timely processing of
CTWD’s and WAF’s required to perform work contained herein. Multiple spaces within this SOW need to be completed for the Crew Move Aboard Key Event, therefore CTWD processing for this contract shall not be held up due to conflicts with CTWD requirements (or manpower requirements) related to the other work being performed by the same KTR onboard CVN-74.
8.13 All Sections of this SOW indicating removal or installation of equipment associated with distributive systems implies the physical disconnection or connection of the equipment from or to the respective distributive system will be the responsibility of the KTR (i.e. installing new lights means the KTR will be required to physically connect / tie in the lights to an existing lighting circuit using an approved CTWD) as well as ensuring the lighting circuit is physically tied in and works safely and correctly with the appropriate control switch.
8.14 If a requirement to re-locate a ventilation diffuser or return in the false overhead is encountered, it is the expectation that routing and connection of the new vent to the appropriate location is included as part of this scope of work.
8.15 In most cases, the existing sheathing that will be re-covered with wall vinyl will need to be prepared sufficiently by the KTR to apply the new vinyl wall covering in a seamless manner.
There may also be a requirement to provide additional structural re-enforcement to the existing sheathing. Both of these efforts should be considered as part of the work to install new wall vinyl when KTR develops the bid for this work.
8.16 RCOH is a dynamic environment and therefore work requirements between multiple stakeholders will sometimes overlap. Ship’s Force will work to provide the KTR with access to assigned spaces per the schedule. However, unforeseen circumstances may hinder that access or require other stakeholder’s work to take priority. Therefore, the KTR should consider the environment within which they will be working and be able to remain flexible to respond to changing conditions. As such, they will need to have the ability to work in parallel and in conjunction with other KTRs. Additionally, there is work that will be done by other stakeholders that directly interfaces with the functionality of the Hi Vis work (i.e. 28 TV / Telephone / CANES / PIC) and therefore, the KTR will be expected to provide technical and managerial coordination with other stakeholders to integrate their work accordingly.
8.17 The KTR will be responsible to de-conflict his own Hot Work and Cold Work requirements which overlap in addition to submitting Hot Work and Cold Work chits to the Ship’s Fire Marshal for de-confliction with other stakeholders.
8.18 In general the phrase “refurbish” should be understood to mean restoring an item to serviceable and like-new material condition to include the returning any non-functional components or hardware back to a functioning condition.
8.19 Prior to moving new or refurbished materials into the ship for striking to a space, the KTR should take care to ensure all reasonable measures are in place to adequately safeguard the material from becoming damaged during transit. Likewise, once material has been located in a space, it will be the responsibility of the KTR to continue protecting while work is still ongoing.
8.20 Several spaces including the Stennis Room, CO’s In Port Cabin, and Flag Quarters will use proprietary Senate Carpet which will be provided by the government as Government Furnished Material (GFM) but installed by the KTR. Authorization to purchase this carpet has been requested but not yet approved. If Senate carpet is not provided, the government will substitute with a suitable carpet as provided as GFM. Any carpet listed that is not specified as government furnished shall be provided by the KTR.
8.21 Various sections within this SOW call for removal and demolition of existing materials.
While performing removals, KTR shall take all reasonable precautions to avoid damaging other materials that are intended to remain in the space to be refurbished. In such cases where the KTR believes it will be difficult to perform removals/demo without causing damage, KTR shall inform the COR and receive approval prior to beginning work.
8.22 Several custom furniture items (desks and hutches) will need to include a wire routing way to accommodate routing of electrical, phone and other wires. During design meetings, the COR will work with KTR’s designer to identify which items will require these and where each one should be located. Where utilized, these routing ways should include decorative grommets and/or covers.

8.23 Anywhere KTR is tasked with installing new vent diffusers, it will also be necessary for the KTR to provide and install a transition piece that links the ventilation system to the individual diffuser. Each location and vent system is unique, therefore KTR will need to provide the appropriate transition piece to suit each individual location, some may require custom fabrication.
8.24 In spaces where KTR is tasked with installing new dimmable can lights, the KTR will provide as part of the lights and new dimmer switches and sufficient cable to tie in new lights to existing junction boxes. The number of switches required shall be determined by the KTR’s electrician based on acceptable loading and circuit locations which correspond with existing switches. Where new switch locations are required, it will be the responsibility of the KTR to provide all new cable, cable runs and switch mounts. Where old switch locations will not be needed, KTR shall be responsible to remove the existing switch and associated cabling.
Additionally, KTR shall be responsible to repair the bulkhead sheathing to accommodate the appropriate bulkhead treatment (i.e. wallpaper) if applicable.
8.25 In spaces where KTR is tasked with installing new light switches or dimmer switches, KTR will be responsible to modify mounts, false bulkheads and/or sheathing so as to provide a professional finished appearance for all new and existing switches and plates. Where new switch sizes/shapes differ from previously existing switches, modification of the bulkhead mounts shall be made by the KTR such that all switches are contained within standard switch plates (single or multiple). Any deviation from this specification will need to be approved via Condition Report/Contract Mod.
8.26 In spaces where KTR is tasked with installing wallpaper, it will be part of the KTR’s responsibility to adequately prepare the bulkhead sheathing to accept the wallpaper and have a smooth, seamless and professionally finished appearance.
8.27 For each space where KTR is tasked with providing a desk, the KTR should include a hole somewhere in the desk top to support cable runs. Additionally, KTR shall provide a grommet for the hole for a professionally finished appearance. Each hole location to be provided by Ship’s Force prior to installation phase.
8.28 In spaces where bulkhead treatments are to be installed (wallpaper, wainscoting, chair rail), it will be necessary for the KTR to remove interferences in way of their work. This will require the KTR to run CTWD’s for various systems, including but not limited to electrical receptacles, light fixtures, analog phone jacks, digital phone jacks, CANES jacks, TV jacks, junction panels, fuse panels and call switches with indicators. Removal and re-installations shall be anticipated in these spaces and KTR shall incorporate planning for interference removals/re-installations as part of their scope of work.
8.29 Unless otherwise directed by Ship’s Force, KTR to plan for mounting all non-portable furniture items in a manner that is safe for sea. Installation of mounting studs, clips, pads or brackets shall be the responsibility of the KTR.
8.30 In spaces where new vanities are called out to be installed, installation of the vanity should be assumed to include all new plumbing fixtures which also includes the tying of the plumbing to ship’s systems.
8.31 KTR expected to provide design options for each space with multiple views/vantage points utilizing photo-realistic software based on outfitting items specified in the “Individual Compartment Requirements” portion for each space. Additionally, KTR to develop list of materials based on the final choice for each space and Spec Sheets for each individual item or piece of material shall be presented to the COR for review and approval. Design choices and material selections will need to be approved by the COR by hand signature & date prior to KTR sourcing the material or beginning installations. KTR to keep Spec Sheets with original signatures and provide copies of each to the COR as well. No changes to overall design or material may be made without a formal change to the contract which should be initiated by the KTR via Condition Report and new Design choices or material will also need new hand signatures/dates with copies provided to COR as well.
8.32 All new deck covering systems to be installed by KTR shall be installed in accordance with NAVSEA Standard Item 009-26 and utilize materials currently approved on the DoD Quality Products List.
8.33 Multiple spaces herein call for the KTR to preserve and spray out some or all of the compartment. All areas to be painted by the KTR shall be adequately prepared and wrapped by the KTR prior to painting and painted in accordance with the NAVSEA Standard Item 009-32 utilizing materials currently approved on the DoD Quality Products List.
8.34 The aircraft carrier is a Capital Ship and part of its mission includes providing unique opportunities to represent the government of the United States in various countries while deployed to locations across the globe. Many of the spaces outfitted on this contract (Wardroom Lounge, CO Cabin, XO Cabin, CAG Cabin, CMC Cabin, Flag Cabin and Chief of Staff Cabin) will be utilized to host high level visitors, foreign dignitaries and even heads of state. Therefore the furnishings utilized to outfit these spaces should project a high level of contemporary professionalism and reflect the pride and prosperity of the American people. When estimating costs, the KTR should consider furnishings for these spaces to meet a level of stateliness that would not normally be the same as furnishings installed in other areas of a naval vessel.
8.35 High Visibility work by its very nature should be performed only after the completion of industrial and dirty work by other maintenance providers in the RCOH. To avoid the potential for damage to Hi Vis materials and the need for re-work, the KTR will only begin High Vis type work after being authorized to proceed by the COR for each space. This policy is not intended to prevent the KTR from performing any demolition work or removals nor should the KTR be prevented from building out the infrastructure needed to reach the point where they can commence Hi Vis work. However, until each space is turned over to the KTR by the COR, the KTR shall not install anything other than infrastructure-related materials. The types of materials that should not be installed until authorization is received would include new deck covering, overhead or bulkhead sheathing, wainscoting, wallpaper, cove base, chair rail, crown molding, false overheads, furnishings or accessories.
8.36 Wherever the KTR is tasked to perform a “repair” herein, the overall expectation is that the finished work will be smooth and seamless and have a professionally finished appearance.
8.37 Switch plate and receptacle covers mentioned below in various spaces should all be assumed to be made of metal and not plastic. Specific finishes will be provided by Ship’s Force during the design phase.
8.38 In spaces calling for “Replace up to XX Square feet of bulkhead sheathing or overhead sheathing”, the expectation is that the KTR will replace large sections of damaged/missing material and fill repair or patch repair smaller areas, but regardless of the type of work, the assumption should be that the KTR will provide and install up to the listed square footage of material for replacement.
8.39 In multiple spaces throughout this work scope, a requirement exists for the KTR to plan for a certain number of hours for Trades to directly support the integration of AIT work. In these spaces, the expectation is for KTR trades personnel to perform work as coordinated through the COR and SUPSHIP with input from the AIT’s. This work will be related to the installation of AIT systems where the KTR will be uniquely suited to perform the work with the level of craftsmanship required when the need exists to integrate components of various systems into areas containing High Vis materials.
