(End of provision)

Addendum to 52.212-2 A. Evaluation Criteria

Evaluation criteria consist of the following three (3) factors:

The Government will evaluate each offeror’s proposal for technical capability in accordance with the rating table below:

Unacceptable Proposal does not meet the requirements of the solicitation.

Evaluation of Technical Capability will be based on the offeror’s conformance to the criteria as stated for both factors below. Submission of the requested information for both factors shall be considered as technically acceptable. Any submission that does not satisfy these requirements shall be considered Unacceptable:

a. Offeror shall submit a sample of their own design work which would indicate a capability to accomplish a Design-To-Build concept. Samples submitted can either take the form of actual designs used on previous projects or can be notional designs created for the purpose of satisfying this requirement. Designs shall reflect each compartment in a fully outfitted state.

Sample designs can take any form (Sketch, AutoCAD, Photo-realistic 3-D concept board or a mix of these), however they must be proportionally to scale and contain a corresponding detailed material list reflective of the items contained within the compartment which would be the basis for procurement requirements.

b. With respect to execution capability, offeror shall demonstrate completion of at least one project within the last five years performing habitability work and refurbishment of executive spaces onboard naval vessels (Commanding Officer quarters, Executive Officer quarters, Flag Officer quarters, Distinguished Visitor staterooms, or Wardroom Lounges / Mess Rooms) with contract value at award in excess of $500K.

Factor II: Past Performance (Acceptable/Unacceptable)

The relevancy determination will be based on the following:

Scope - Experience in the requirements outlined in the SOW. Scope will be evaluated on the similarity of services performed under the contract(s) during the five years preceding the solicitation’s closing date.

The currency and relevance of the information, source of the information, context of the data, and general trends in the offeror’s performance will be considered.

Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS).

Past performance will be rated on an acceptable or unacceptable basis in accordance with the ratings and description outlined in the table below:

Past Performance Evaluation Ratings

Ratings Description Acceptable

Based on offerors’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable

Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor III: Price

The proposed price must be reasonable as determined by the Contracting Officer.

The Government may evaluate any and all information submitted by the offeror to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
