The following questions are submitted regarding the subject solicitation:

1. The solicitation is identified as a small business set aside. FAR clause 52.219-14, Limitations on Subcontracting, is not ‘indicated as being incorporated’ by having an “X” next to it on page 155. Please clarify. Shouldn’t this clause be included as applicable to this solicitation?

A: Yes, solicitation has been amended to include FAR Clause 52.219-14

1. Paragraphs 5.1.7 and 5.1.8 call for development of “virtual reality computer-aided design (CAD) drawings”. Below are two current definitions of “virtual reality”. Does the Government require offerors to provide, as noted in these definitions, drawings that can be “interacted with in a seemingly real or physical way by a person using special electronic equipment ….”, or “experienced or controlled by movement of the body”? Please clarify.

1. Realistic and immersive simulation of a three-dimensional environment, created using interactive software and hardware, and experienced or controlled by movement of the body.

1. The computer-generated simulation of a three-dimensional image or environment that can be interacted with in a seemingly real or physical way by a person using special electronic equipment, such as a helmet with a screen inside or gloves fitted with sensors.

A: No virtual reality interaction is required. All we want are CAD drawings. 3D drawings from a Computer Aided Drafting (CAD) program utilizing realistic specifications and materials depicting accurate models/pictures of what the finished product will look like.

1. Page 116 places a limit of 25 pages for Factor I – Technical submissions. The QUOTE CONTENT section, also on page 116, directs offerors to provide up to 19 “renderings/concept boards” for a series of seven compartment/spaces. Will these “renderings/concept boards” be included in the page count? Please consider allowing the “renderings/concept boards” to be excluded from the page count to allow sufficient space for offerors to demonstrate a complete understanding and discuss capabilities to fully implement and execute all requirements of the Statement of Work (SOW) as required by the solicitation.

A: Solicitation has been amended to “exclude” the Rendering/Concept board from the 25 Technical page limitation.
