QUESTIONS AND ANSWERS
Questions Related to Solicitation N62793-16-T-6230
1. Regarding distributive systems, where does HII/NNS leave off and where does the CCT pick up for each system in each space (Hot & Cold Potable Water, Lighting Power, Receptacle Power, 27TV, CANES, Telephony, PIC and Ventilation)? The NNS drawings provided, depicting the work that will be accomplished by NNS, show the Electrical/Power distribution, to include the receptacles and overhead lighting (The technical drawings also show how to properly isolate specific sections of the electric infrastructure in the spaces); HVAC; bulkhead lining and ceiling (cribbing and sheathing) installation can be provided to the contractor, however, we are unable to attach to the solicitation as they are NOFORN.
2. Are ships drawings to be provided to the CCT for review in sufficient time prior to closing date of RFQ? The ship’s drawings are NOFORN and cannot be released for solicitation. They are available to be looked at by the CCTs
3. Are there accurate technical drawings available that depict the systems listed above to reference for determining cost estimates, WAF requirements and appropriate tie in locations? The drawings that the ship has available were provided by NNS and are available to the contractor to look at.
4. Who will be responsible for designing the distributive systems layout (i.e. receptacle, lighting and switch locations) relative to the design which has not yet been developed for space lay-out. Specifics relating to the location of distributive systems will be ironed out during a DBT (design build team) with the Hi-Vis contractor and the CCTs that are tasked with completing work (GDIT, telephony, etc.)
5. WRT the cribbing and sheathing being installed prior to the CCT effort, re-location and connectivity of the distributive systems affected will be tasked to CCT? or HIINN? The hope was for the contract to be awarded prior to the hanging of the sheathing in the spaces. That being said, NNS has not completely installed the sheathing, and removal to permit the relocation of specific items should not be difficult to accomplish by anyone (Again, this will be ironed out during the DBT meeting).
6. Receptacle, switches and cover plates installed by HHIINN will be mounted IAW their SOP’s, therefore the removal and extension out to the new wall covering will be expected to be performed by CCT? Or HIINN? We will work the particulars out during the DBT.
7. Is HII/NNS or the CCT responsible for the hook-up/tie-in between lighting power, lights and light switches? Where the drawings depict NNS completing the work WRT their scope of the work, NNS will complete this work and tuck the fixtures into the overhead to make room for the overhead grid to be installed.
8. When is HII/NNS scheduled to be complete with their work in these spaces? Anticipating the POP ends on 2/1/2017 and the holiday season will fall in the middle of the POP, it will be imperative to get immediate access to this space as soon as possible once the contract is awarded. While the completion of the work will require interaction between all parties, NNS is about 75% complete in all spaces. All cribbing has been completed and they are currently completing the temporary installation of the sheathing. The locating of receptacles has been minimal (direction being provided by S/F regarding where to put the receptacles keeping in mind what we would like the final product to look like after the Hi-Vis work is completed).
9. What other stakeholders (HII, SF or other CCT’s) have work in these spaces that overlaps the Period of Performance available to perform this work and will schedules be provided. GDIT and Telephony are the primary CCTs that will be covering the work that will not be accomplished by NNS/Hi-Vis Contractor. The OSIC for that work will be present at all DBTs to assist in coordinating work.
10. Who will provide coordination between the CCT and other stakeholders who may have potential conflicting requirements in the spaces? LINCOLN will provide coordination via the OSIC and COR. The OSIC for the space is LCDR Zakar and the COR is LT Landry.
11. Will the Government provide Manufacturer catalog numbers for all “fine wood” furnishings, or, if not, a “not to exceed” value for those items in the SOW for bidding purposes? We are relying on the contractor’s interior designer (written into the SOW) to assist in determining the particulars WRT furnishings.
12. The SOW in the solicitation calls out table dimensions that will not work in the available space in the COS Cabin. Since the RFQ is due prior to the design effort and the space utilization survey has not been accomplished, shall a “not to exceed” value be attached? No.
13. In multiple spaces there are can lights and directional lights called out for installation. Does the existing power infrastructure support these installs and are the circuits identified for these lights to be WAFed out. All coordination will be dealt with between NNS representatives and S/F Engineering personnel to allow for WAFs to be expeditiously completed in order to not hold work up. All aspects of infrastructure should be addressed via the NNS/SF Engineering personnel.
14. WRT electrical components are the amperage requirements and models numbers to be provided pre quote. No
15. For protection considerations, can the CCT expect to have exclusive access control of these spaces during buildout and final outfitting (with the exception of SF)? That is correct, as all doors will be installed at the completion of NNS work, the contractor and S/F will have access to the spaces. If the need should arise for another CCT to access the space, this will be coordinated via the OSIC/COR.
16. Furniture items called out for each space which are located along bulkheads can be easily secured to the bulkheads, however other items that are located in the center of the space may not be required to be mounted or may be desired to be portable. Can SF identify which items should be hard mounted and which items should be considered portable? SF will be able to provide guidance as to which items will need to be mounted and which items will need to remain portable.
17. Regarding thermostats that are mounted behind existing cribbing and sheathing, will they remain where they are or be required to be mounted on the face of newly installed bulkhead? Or will an access panel be allowed to cover them in their current location? All mechanical equipment will need to be accessible when the space is complete which would require, if the component is not mounted directly to the false bulkhead, an access panel.
18. Should CCT assume that there is a DFS in place for Non Mil Spec / Non Shipboard items identified in the SOW (i.e. fine wood cabinetry vs. standard Mil Spec construction)? A DFS will be in place for all components that require a Departure from specification to be on file.
19. WRT to all items that are to house audio visual equipment, is a sketch going to be provided outlining the opening sizes required for the components? All specifics will be provided to the contractor completing the work, questions and issues will be addressed via DBT with all concerned parties.
20. Are switches and controls expected that will require an AV technician, what are the requirements? Unknown at the time. Ship’s Force Combat Systems Department will assist.
21. Is the contractor expected to hand over hand circuitry and develop block diagrams to process wafs as has happened consistently in the past? or is SF going to provide the tag out solutions. Isolation diagrams are both in the drawings that NNS has. In addition, SF will work WITH contractors to remedy any issues that may arise WRT to tag-out and WAFs.
22. In the COS study and State Room a false overhead gets installed but no lights indicated, do you want lights?, if so how many and what type? The lighting desired for install by the contractors has been written into the SOW. NNS is on the hook to install lighting in the space as per their scope of work and this lighting will be tucked into the overhead to not interfere with the installation of the false overhead. Once the false overhead has been installed, the lights can be dropped into place.
23. In Flag and COS heads there is no top cap or base molding to lock in wall vinyl, is this required? If so what type and liner footage? Yes it is required. Consistent with the design of the space.
24. Contractor requests an extension to the bid closing date to 30 September, 2016 in order to have sufficient time to review questions and answers and bid accordingly. SF has communicated to the contracting office that we are okay with the extension. The solicitation will be extended to 7 October 2016.
