About this file
This document contains Questions and Answers (Q&A) from a Naval Facilities Engineering Command (NAVFAC) solicitation, providing clarifications on specific selection criteria and submission requirements. The Q&A addresses five key points: (1) Prime Civil Project Manager experience, where NAVFAC will not consider subconsultant project experience as equivalent to prime contractor experience; (2) Professional registration requirements, specifying that environmental project engineers must be licensed professional engineers, not just geologists; (3) Submission requirements for project information, with a revision to define "Primary Function" as "Relevant Project Type and sub-feature"; (4) Confirmation that a single task order for infrastructure/facility design with a construction cost of approximately $20M or more meets the definition of a "project"; and (5) Clarification that only information in Sections E & G of the SF330 will be evaluated for key personnel professional qualifications and specialized experience.

1. Page 5-6, Criterion 2b Specialized Experience and Technical Competence: "For Selection Criterion (2)(b), Prime Civil Project Manager (PM) experience may be evaluated as more favorable by demonstrating the following: ...d) Specialized experience as the prime contractor's PM vice as part of a subcontractor's key personnel." Question: If the offeror was a subconsultant to another firm but the Civil Project Manager at the offeror's firm was responsible for all civil engineering work on the project and the project was primarily a civil engineering project, will NAVFAC consider giving that project equal consideration to a project where the offeror was the prime?
Response: No.
2. Page 5, Criterion 2a Professional Qualifications: "Block 17 shall include active U.S. professional registration (include State and discipline)." Question: Can NAVFAC please confirm that U.S. professional registration in any relevant environmental discipline (for example, Registered Geologist, Licensed Geologist, Licensed Hydrogeologist) meets the US professional registration requirement for Environmental Project Engineers?
Response: No, the environmental project engineer must be a professional engineer licensed in the United States state, the District of Columbia or an outlying area of the United States. A Registered Geologist, Licensed Geologist, Licensed Hydrogeologist is acceptable if they are also a professional engineer.
3. Page 3, Selection Criterion 1 Submission Requirements: "In Block 21, include (1) project title, contract number, or project identification number, and (2) location. Block 22 shall include (3) the date design and engineering services and construction completed. Block 23a shall include (4) project owner. Block 23b shall include (5) point-of-contact name and e-mail address. Block 23c shall include (6) the point-of-contact phone number. Block 24 shall include (7) the project description; (8) the Primary Function; (9) contract performance period; (10) original construction contract award amount; (11) final construction contract amount; and (12) a summary of the work performed that demonstrates relevance to specialized experience as described above." Question: Can NAVFAC please define the information required to adequately address (8) Primary Function?
Response: Item (8) is revised to read “the Relevant Project Type and sub-feature”. See revision to the synopsis.
4. Page 4, Selection Criterion 1 Submission Requirements: "For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award." Oftentimes single task orders on engineering IDIQs involve the design of site development/improvements as well as multiple structures at a site or installation. Question: Can the government please confirm that a single A-E task order for design of infrastructure/facilities with multiple structures/components and a total construction cost well over $20M still meets the definition of "a project" for submittal purposes?
Response: Yes. A single task order for design of infrastructure/facilities and a total construction cost of approximately $20M or more and completed no earlier than 10 years from date of issuance of this notice will be evaluated.
5. Page 4, Selection Criterion (2) - Key Personnel Professional Qualifications and Specialized Experience (SF330, Part I, Sections E & G). Question: Can NAVFAC confirm if supplemental information about key personnel professional qualifications and specialized experience included in section H will be evaluated as part of Selection Criterion (2)?
Response: No. Only information included in Sections E & G will be considered as part of Selection Criterion (2). See revision to the synopsis.
