SELECTION CRITERIA:
Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The following selection criteria are listed in descending order of importance:
1. Firm’s Specialized Experience
2. Key Personnel’s Professional Qualifications and Specialized Experience
3. Past Performance
4. Quality Control
5. Workload Capacity
6. Firm Location
7. Commitment to Small Business
8. Volume of Work
SELECTION CRITERION (1) – FIRM’S SPECIALIZED EXPERIENCE (SF330, PART
I, SECTION F):
Firms will be evaluated on specialized experience in civil engineering design of relevant projects, including specified design and engineering services.
Firm’s specialized experience in civil engineering design projects shall include ALL of the following three (3) relevant project types:
1. Site development (which includes sub-features limited to storm drainage, water distribution or treatment systems, wastewater collection or treatment systems, solid waste collection and/or roadway/parking lot design)
2. Harbor/port improvements (which includes sub-features limited to dredging, breakwater, bathymetric survey and/or navigational aids)
3. Airfield (aircraft runway, taxiway or apron) pavement improvements that involve new construction or repair of an existing airfield pavement of at least 20,000 square meters
Projects shall be approximately $20 million USD or more in construction value and the design and engineering services (not including PCAS) shall have been completed no earlier than 10 years from the date of issuance of this notice.
A single project may involve multiple relevant project types and sub-features. For example, a harbor/port improvements project may also qualify as a site development project if it includes sub-features such as storm drainage, water distribution or treatment systems, wastewater collection or treatment systems, solid waste collection, and/or roadway pavement design. For each project submitted, clearly specify the relevant project type(s), construction dollar value for each relevant project type and any applicable sub-features in the project description.
Firm’s specialized experience in specified design and engineering services shall include execution of:
1. DD Form 1391 or similar project programming document
2. Functional Analysis Concept Development (FACD)/Design Charrettes
3. Development of Design-Build Request For Proposal solicitation documentation
4. Development of Design-Bid-Build contract documents
Collectively, projects submittal shall demonstrate experience in ALL specified design and engineering services. Specified design and engineering services do not have to all be included within a single project scope.
Firms may be evaluated as more favorable under Selection Criterion (1) by demonstrating the following:
a) More variety in relevant project types and project sub-features;
b) Relevant projects that contain several types of specified design and engineering services may be given more favorable consideration than projects that contain only one of these services; or
c) Projects located in Hawaii, Guam, Tinian, Australia, Philippines, and Federated States of Micronesia.
Selection Criterion (1) Submission Requirements:
Provide a maximum of five (5) projects that best demonstrate the proposed team’s specialized experience in designing relevant projects in the areas outlined above. Sufficient information to determine the date of design or engineering services completion of the project and construction dollar value must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to perform work under this contract and must be listed in Section C. Projects not meeting this requirement will be excluded from consideration in the evaluation.
To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, Block 25, “Firm Name”. Do not use abbreviations or nicknames. In Block 21, include (1) project title, contract number, or project identification number, and (2) location. Block 22 shall include (3) the date design and engineering services and construction completed. Block 23a shall include (4) project owner. Block 23b shall include (5) point-of-contact name and e-mail address. Block 23c shall include (6) the point-of-contact phone number. Block 24 shall include (7) the project description; (8) the Primary Function; (9) contract performance period; (10) original construction contract award amount; (11) final construction contract amount; and (12) a summary of the work performed that demonstrates relevance to specialized experience as described above.
Block 24 must also include a discussion of who executed the project as pertinent to demonstrating the firm’s specialized experience. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;
however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner, not to exceed a total of five (5) projects. Failure to submit experience for all JV partners may be evaluated less favorably.
An A-E prime contractor’s or JV partner’s specialized experience on a project may be evaluated as more favorable in comparison to a sub-consultant’s specialized experience on a project.
Specialized experience of an A-E subcontractor to a construction contractor, serving as the Designer-of-Record on a DB project, will be given the same level of evaluation as an A-E firm for a DBB project.
Projects shall be submitted on the SF330 at Part I, Section F and shall be completed projects.
Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All project information for Selection Criterion (1) should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Selection Criterion (1).
SELECTION CRITERION (2) - KEY PERSONNEL PROFESSIONAL
QUALIFICATIONS AND SPECIALIZED EXPERIENCE (SF330, PART I, SECTIONS E
& G):
Firm’s key personnel will be evaluated for professional qualifications, and specialized experience and technical competence to accomplish the tasks required under this contact.
(a) Professional Qualifications: Professional qualifications of key personnel proposed for the two design teams.
Criterion (2)(a) Submission Requirements:
SF330, Part I, Section G. Identify key personnel for two (2) design teams proposed for the design of relevant projects. See Selection Criterion (1) for description of relevant projects. Key personnel for each team shall be limited to the following:
Principal-In-Charge (PIC) of the Prime AE firm Prime Civil Project Manager (PM) Prime Civil Engineer Project Architect Mechanical Project Engineer Electrical Project Engineer Environmental Project Engineer Structural Project Engineer Fire Protection Project Engineer Geotechnical Project Engineer Cost Estimator.
The PIC of the Prime AE firm may be the same person on multiple teams. All other key personnel cannot be the same individual for both teams. Limit to a single individual per team for each key personnel category. If more than two (2) design teams are submitted, the Government will only evaluate the first two (2) design teams and will disregard any design teams submitted after the first two (2) design teams.
SF330, Part I, Section E. For all key personnel complete Blocks 12 through 18. Block 17 shall include active U.S. professional registration (include State and discipline). Professional registration for the Cost Estimator is not required. For key personnel other than the Prime Civil Project Manager leave Block 19, Relevant Projects, blank. Professional qualifications of other than the key personnel shall not be submitted, and if submitted, will not be considered in the evaluation. Do not use other company titles such as “Type I Engineer” where the discipline and role are unidentifiable. Indicate participation of key personnel in the Selection Criterion (1) projects in the SF330, Part 1, Section G.
(b) Specialized Experience and Technical Competence: Prime Civil Project Manager specialized experience and technical competence in the design of relevant projects that involved the execution of DD1391 or similar project programming document, FACD/Design Charrettes, development of DB RFP solicitation documentation, and development of DBB design contract documents.
For Selection Criterion (2)(b), Prime Civil Project Manager (PM) experience may be evaluated as more favorable by demonstrating the following:
a) More variety in relevant project types and project sub-features;
b) Relevant projects that contain several types of specified design and engineering services may be given more favorable consideration than projects that contain only one of these services;
c) Projects located in Hawaii, Guam, Tinian, Australia, Philippines, and Federated States of Micronesia; or
d) Specialized experience as the prime contractor’s PM vice as part of a subcontractor’s key personnel.
Criterion (2)(b) Submission Requirements:
SF330, Part I, Section E. Specialized experience shall be limited to the two (2) Prime Civil Project Managers. Specialized experience for other key personnel is not required and if submitted, will not be considered in the evaluation. Complete Blocks 12 through 19 for Prime Civil Project Managers.
Submit a maximum of five (5) relevant projects for each PM, demonstrating specialized experience and technical competence in relevant projects. A project is defined as either a stand-alone contract or a single task order in an IDIQ contract. Specialized experience and relevant projects are defined in Selection Criterion (1). If more than five (5) projects for each PM are submitted, the Government will evaluate the first five (5) projects listed in Part I, Section E and disregard any other project information.
Each project shall include project title and location, month and year “professional services” (not including PCAS) completed, details of specialized experience, point-of-contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, contract award amount, estimated construction cost and the role and experience the PM had in managing the project (including whether the PM role was performed as the Prime Contractor/Consultant or Subcontractor/Subconsultant). Experience in a role other than PM for project submittal will not qualify as specialized experience and technical competence. If a project description does not clearly define the work performed by the PM (including the specialized design and engineering service) or if a project does not provide the requested data, accessible points of contact, or valid phone numbers, that project may be evaluated less favorably or as not qualified.
SELECTION CRITERION (3) - PAST PERFORMANCE (SF330, PART I, SECTION H):
Firms will be evaluated on past performance on Selection Criterion (1) relevant projects with Government agencies and private industry in terms of work quality, compliance with schedules, and stakeholder/customer satisfaction and small business utilization. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or Contractor Performance Assessment Reporting System (CPARS) for Selection Criterion (1) projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.
Selection Criterion (3) Submission Requirements:
SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER
SELECTION CRITERION (1). IF A COMPLETED CPARS EVALUATION IS NOT
AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Selection Criterion (1), Specialized Experience. DO NOT SUBMIT A PPQ
WHEN A COMPLETED CPARS IS AVAILABLE.
PPQs shall be completed by the contracting agent and/or their representative responsible for the contract administration, or from a facility owner/use. PPQs shall not be submitted for the prime construction contractor on a Design-Build project, nor shall it be from a prime construction contractor or prime A-E firm for its subcontractor or subconsultant.
If work was performed as a subcontractor for a project under Selection Criterion (1), provide a completed Past Performance Questionnaire. Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Systems Command Pacific, Code CON32, Attn: Shaun Bissen via email at shaun.m.bissen.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other AE services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Selection Criterion (1) Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed four single-sided pages in total, and will be counted as part of the maximum number of pages for Part I. Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
The information provided in the SF330 may provide the major portion of the information used in the Government’s evaluation for past performance. The Government however, is not restricted to the information provided by the Offeror and may use other sources to assess past performance information such as the CPARS and inquiries with previous customers/owners. CPARS will be evaluated for the firm that will perform the work and search will be based upon the CAGE/UEI number provided for the firm. If the AE received any less than satisfactory past performance evaluations from customers/owners, it is incumbent upon the AE to provide an explanation of the rating and what the AE has done or will do to prevent sub-satisfactory ratings on future contracts.
SELECTION CRITERION (4) - QUALITY CONTROL (SF330, PART I, SECTION H):
Firms will be evaluated on the processes and procedures of their proposed internal design quality control programs that ensure quality products and services under this contract, and means of ensuring quality services from their subconsultants/subcontractors.
Selection Criterion (4) Submission Requirements:
Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:
1. Explain the quality control plan proposed for this contract, specifically addressing the following items:
a. Quality control processes and procedures for checking documents for errors, omissions, inconsistencies, and quality;
b. Tracking and incorporating review comments;
c. Implementing the latest criteria and lessons learned; and
d. Ensuring quality consistently across the entire team, including how the quality control organization structure extends to management of subcontractors to assure their quality work.
2. Provide a quality control process chart showing the inter-relationship of the management and team components.
3. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities.
SELECTION CRITERION (5) - WORKLOAD CAPACITY (SF330, PART I, SECTION
H):
Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, and the firm’s capacity to accomplish multiple large projects concurrently within the required timeframe.
Selection Criterion (5) Submission Requirements:
SF330, Part I, Section H. Address staffing and capacity to accomplish the work under this contract by describing the following: (1) the proposed team’s (prime and subconsultants) ability to complete several large task orders concurrently with a quick turnaround; (2) the firm’s present workload and the availability of the project team (including subconsultants) for the specified contract performance period; (3) the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services.
Description shall not exceed four single-sided pages in total. If more than four single-sided pages are submitted, the Government will only evaluate pages up to the maximum number authorized in the order submitted.
General statements of availability or capacity may be considered less favorably.
SELECTION CRITERION (6) - FIRM LOCATION (SF330, PART I, SECTION H)
Firms will be evaluated on the location of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily NAVFAC Pacific Area of Responsibility (Pacific and Indian Ocean and Southeast Asia).
Selection Criterion (6) Submission Requirements:
1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. Include description (s) of staffing and functions for each office.
2. Provide a narrative describing the team’s knowledge of the primary geographic areas to be covered by this contract.

2. Include supplemental narratives (shall not exceed five single-sided pages) to address other elements of the firm’s strategy such as binding agreements covering post award roles for execution of the contract and specific initiatives and tools that will be employed under the contract to enhance small businesses opportunities to both participate in this acquisition and build capabilities to support future NAVFAC acquisitions.
3. The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Firms are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment C consistent with efficient contract performance. Firms shall explain in their participation and commitment strategies how proposed participation rates were established. The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.
