What is the bearing capacity of the soil? Is geotechnical investigation available?
Per Part 3, Section 3. SITE ANALYSIS, Sub-section 3.4 SOIL CONDITION "Soil conditions are unknown for this site. However, for the purpose of preparing and submitting a proposal, offerors shall assume a calculated allowable bearing capacities ranging from 72 kPa to 84 kPa at the depth of 1.50 m to 2.00 m. The contractor shall verify this information by performing its own geotechnical investigation in accordance with succeeding sections in this RFP."

Question No. Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE: 2025-08-01 5 Section 2.2, Paragraph 4 and 5, Page 3–4 Is there a sea wall, slipway, or launch ramp needed? What are their required slopes and materials?
There is no Section 2.2, Paragraph 4 and 5, Page 3-4" that discusses sea walls, slipways, or launch ramps. The Government response assumes the contractor is referring to the existing boat house repair work under CLIN 0003.
No new sea wall, slipway, or launch ramp is required for this project. Per Part 3, Section 5.3, "CLIN 0003: OPTION ITEM 0002 – REPAIR OF EXISTING BOAT RAMP, REMOVAL OF MECHANICAL SYSTEM FOR CRANE, AND ROOF REPLACEMENT/REPAIRS OF EXISTING BOAT HOUSE" and specifically "Rebuild the ramp using reinforced concrete. Ensure the ramp meets current safety and accessibility standards."
The existing boat ramp will be repaired using reinforced concrete and must address the current steep slope issue. Per Part 3, Section 2, "The upgrades are designed to mitigate the steep incline of the existing ramp, which currently impedes the proper launching of watercraft. The extended ramp will accommodate various vessels, ensuring efficient operations." The ramp must support 11.6m (38ft) unmanned surface vessels and conventional watercraft per Part 3, Section 3.4.
Per Part 4, Section B1010, "The ramp surface should be slip-resistant. Ensure the ramp meets all ADA (Americans with Disabilities Act) requirements for accessibility." The Designer of Record shall determine the specific slope based on vessel requirements, site conditions, and applicable codes. Industry standards for boat ramps supporting 38ft vessels typically require slopes between 1:12 to 1:15 for safe launching operations.
6 Section 2.4, Page 5 What the extend of repair and demolition of the existing structure e.g. the roofing, boat ramp, driveway etc.
Refer to Part 3, Section 5. WORK REQUIREMENTS, Sub-section 5.3 CLIN 0003: OPTION ITEM 0002 – REPAIR
OF EXISTING BOAT RAMP, REMOVAL OF MECHANICAL SYSTEM FOR CRANE, AND ROOF
REPLACEMENT/REPAIRS OF EXISTING BOAT HOUSE for the detailed requirements.
The extent of work includes rebuilding the existing boat ramp with reinforced concrete meeting safety standards, removing all crane mechanical system components with proper disposal and restoring affected structural elements, and complete roof replacement of the existing boat house with new materials and waterproofing systems.
