No. N62742-25-R-0003 Questions Response

I hope all is well. I just wanted to ask if there is an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number.

The incumbent is RMA Architects, Inc. The Contract number is N62742-22- D-0001

Page 2 of the synopsis states, “Interested firms are advised to ensure System of Award Management (SAM) registration is current at the time of offer submission and at the time of contract award.” If a Joint Venture has not yet obtained SAM registration at the time the SF330 is submitted, but the firms that constitute the JV are registered in SAM at that time, will NAVFAC deem the submission acceptable as long as the JV is registered in SAM prior to submitting rates after SELECTION and remains registered until the time of AWARD?

Yes

Please confirm that projects that demonstrate full plans and specifications delivered as lead DOR for Design Build contractor will be considered as equivalent to full plans and specifications delivered under Design Bid Build. Will non-Navy and non-DOD projects be considered equivalent or less favorable compared to Navy projects.

Per Criterion 1 - "Final Design construction documents shall include Design- Bid-Build (DBB) Final Design plans and specifications and/or Final Design plans and specifications prepared by the Design-Build (DB) contractor’s Designer-of-Record. DB Request for Proposal (RFP) solicitation documents shall not be considered Final Design construction documents"

Projects submitted for consideration will need to meet the Criteria as stated in the synopsis.

Please confirm that the demonstration of Concept Design Workshops lead by a DOR under Design Build delivery will be considered equivalent to FACD/design charrettes.

Confirmed.

Often FDA efforts (Full Plans and Specifications) are ordered on different task orders than the Project Programming documentation (PDA/BPA) efforts. Under this scenario, is it acceptable to present the scope of both task orders on a single project in Section F if the programming efforts and the full design efforts are for the same MILCON project?

It is acceptable.

To attract more AE firms capable of designing NAVFAC Pacific projects, will NAVFAC consider identifying Base Development / Master planning projects in the entire NAVFAC Pacific AOR to include California, Alaska, and Japan as potentially more favorable in Criteria 1 and 2?

per Criterion 1, project areas may be evaluated more favorable are: "Hawaii, Guam, Tinian, Diego Garcia, Australia, Japan, Korea, Papua New Guinea and other Pacific Ocean areas."

Please indicate the last day NAVFAC Pacific will entertain PPI’s. The deadline for questions is 15 days prior to the closing date which is stated at the end of the synopsis. Questions submitted after this date may not be addressed.
