Kindly advise what “proof” that NAVFAC expects Offerors to provide to meet the stated requirement, and what is the “appropriate registration” for an Offeror to have that may also satisfy the requirement.

Per FAR 52.236-7 Permits and Responsibilities and Part 2, Page 24, LICENSES/PERMITS:

However while the project value is not part of the relevant project definition, the RFP does require similar design-build construction with the following relevant characteristics:

i. At least one (1) design-build projects performed as prime contractor including new construction of a reinforced concrete building at a minimum of 120m2.

ii. At least one (1) design-build projects performed as prime contractor

Non-cost Factor 1 is revised under Amendment 0002. Please refer to the amendment 0002.

SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104

including new construction of a prefabricated engineering building (PEB) at a minimum of 120m2.

We kindly request the government’s consideration of the following requests to ensure that the government receives competitive proposals:

a. Being a design-build project, kindly consider allowing the submittal of relevant project experience from both the Prime Contractor and design team members.

b. A PEB structure is simple in both scope and execution once the structure is designed. Therefore, please consider allowing an Offeror to submit relevant project experience that was completed under the design-build or design-bid-build process and performed as prime contractor.

4 RFP Section 00 21 00 & 00 22 00 As the price proposal and technical proposal will be submitted electronically, please confirm that electronic signatures are acceptable.

Electronic signature is acceptable.

RFP Section 00 22 00, Non-Cost Factor 4, Technical Solution
