About this file
This document provides questions and answers regarding an amendment to a solicitation for an indefinite delivery/indefinite quantity contract for architect-engineer services. The Navy seeks these services in support of the Resident Officer in Charge of Construction site in Thailand, with a total contract value including option years not to exceed $2,500,000. The response date is extended to January 2, 2024. Services include designs that will be constructed by host nation contractors using host nation labor, so the Davis-Bacon Act does not apply. This is a new contract, with no incumbent.

QUESTIONS GOVERNMENT RESPONSE
In reference to the A-E IDIQ Ref N6274224R6702, can you advise if this IDIQ is for A-E Services only, or does it include Construction as well.
This contract is for A-E services only, not to include construction.
Does “total fee” refer to total AE contract value including option years? Or does “total fee” mean projected total profit from all contract task orders? Thank you again for your time.
The total fee for this A-E contract value, including option years, is not to exceed $2,500,000.00.
A clarification on the total contract fee for this AE IDIQ, on page two of the synopsis it states, “The total fee for the contract term (including option periods) shall not exceed $2,500,000.00.”
Is this an error and should the total fee for the contract term be “$25,000,000” versus “$2,500,000”? This does seem very low and does not provide much capacity over 5 years for the customer.
The total fee for this contract term (including option periods) is not to exceed $2,500,000.00. The A-E designs from this award will be constructed outside the United States and its territories by host nation contractors using host nation labor so Davis-Bacon Act does not apply.
Per DFAR 236.606-70 Statutory Fee Limitation, “(a) 10 U.S.C. 7540, 8612, and 9540 limit the contract price (or fee) for architect-engineer services for the preparation of designs, plans, drawings, and specifications to six percent of the project's estimated construction cost.” Offerors need to take this into consideration when preparing their proposal.
Is this a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
This is a brand-new contract.
I would like to ask for a three-week extension. Per amendment 1, the response due date is extended two weeks to January 2, 2024, no later than 11:00 a.m. Thailand time. Urgent operational needs are tied to the contract requiring the soonest award possible.
