About this file

This document is a Notice No. 3 related to a Request for Proposal (RFP) N62742-24-R-1326 for the design and construction of the FY25 FHCON H-308 & H-434 Replace Andersen Housing Phase IX & X projects at Andersen Air Force Base, Guam.

The RFP will follow a two-phase design-build selection process, with the Government evaluating phase-one proposals and selecting the most highly qualified offerors to submit phase-two proposals. Phase-two will use a trade-off source selection process to select the best value offeror. The projects involve the construction of up to 178 duplex and single-family houses, with H-308 (Phase IX) constructing up to 136 units and H-434 (Phase X) constructing up to 42 units. The phase-one proposal submission date of 27 June 2024 remains unchanged. The document also addresses a question regarding the use of the Unique Entity ID (UEI) number instead of the DUNS number in the required attachments.

HOUSING, PHASE IX & X, U.S. NAVAL SUPPORT ACTIVITY,

ANDERSEN AIR FORCE BASE, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

4. Attachment A, Construction and Design Experience Project Data Sheet

Attachment A is requesting for the Offerror’s DUNS number. Please verify if this needs to be corrected to UEI number in SAM.gov instead.

ANSWER: Attachment A, Construction & Design Experience Project Data Sheet, and

Attachment B, NAVFAC/USACE Past Performance Questionnaire (Form PPQ-0), of RFP Document 00 22 00, Evaluation Factors for Award, is revised in Amendment No. 0001 replacing "Entity Identifier (DUNs #)" with "Unique Entity

ID".

5. Due Date Extension - This RFP was released about the same time as the RFP and presolicitation for the $15B Guam MACC, $15B PDI MACC and $1B Indo-Pacific MACC, putting strain in contractors’ capacity to build and confirm partnering commitments with stakeholders. Will the government consider extending the deadline by a month, allowing general contractors and designers in Guam’s limited market to consider all the NAVFAC Pacific opportunities recently released, verify capacity, and get firm commitments from partners and stakeholders for this project, ensuring successful transition to phase 2 and project award.

ANSWER: The phase-one proposal submission date of "27 June 2024, 2:00 p.m., H.S.T."

indicated in the RFP Document 00 21 16, paragraph 1.2a., remains unchanged.
