N6274224R0200 Questions Answers
QUESTION # QUESTION GOVERNMENT RESPONSE
10 For Criterion 1 (Specialized Experience - SF330, Part I, Section F), the solicitation prioritizes projects within the Pacific and
Indian Ocean areas. For the Pacific area, does this mean 1) all of NAVFAC PACs Area of Responsibility (AOR), which includes the AORs of NAVFAC HI, NAVFAC Marianas, NAVFAC FE, NAVFAC NW, and NAVFAC SW; 2) only projects adjacent to or in the Pacific area, which includes Hawaii, Guam, Japan, California, Oregon, Washington, and Alaska; 3) only projects in the Pacific Ocean, which includes Hawaii, Guam, and Japan?; or 4) something else. Please clarify the extent of the Pacific area for purposes of this solicitation and note whether or not this extent includes Hawaii, Guam, Japan, and California - all areas in and around the Pacific and within NAVFAC PAC’s AOR.
For Criterion 1, for the Pacific area, it means all of NAVFAC PAC's Area of Responsibility (AOR), which includes the AORs of NAVFAC HI, NAVFAC Marianas, NAVFAC FE, NAVFAC NW, and NAVFAC SW.
11 For Criterion 1 (Specialized Experience - SF330, Part I, Section F), is there a page limit for each project’s cut sheet in Section F? We typically see two page cut sheets but NAVFAC PAC may allow more or less so please clarify the page limit if any.
No, there is no specific page limitation for each project's cut sheet. As stated under SF-330 Submission Requirements, "Part I shall not exceed 110 single-sided 8.5 by 11 inch pages (the page limit does not include certificates, PPQs, licenses, cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm)."
12 For Criterion 1 (Specialized Experience - SF330, Part I, Section F), are projects completed by the proposed Prime contractor when the Prime contractor was a subcontractor to another firm given the same weight as projects completed by the proposed Prime alone completed as the Prime contractor.
As stated under Criterion 1 - Specialized Experience, experience of the prime firm may be evaluated more favorably than that of the subconsultants.
13 For Criterion 2 (Professional Qualifications - SF330 Part I Sections E and G), four key personnel are identified as specific disciplines that must be included, which seems to imply that firms can submit resumes for other key personnel of their choice. The solicitation also notes that firms may be considered more favorably if key personnel have experience with certain types of projects in certain areas. Are firms allowed to identify and provide Section E resumes for more than the four listed key personnel and if so would their experience follow the same type of favorably consideration as the listed four positions? Also, can firms list additional supporting personnel and provide resumes in Section E for these personnel and if so will the experience of the supporting personnel be considered in the evaluation process? Also, does NAVFAC PAC want to see copies of licenses and certifications for all key and possibly supporting personnel beyond the four listed if the firm lists more than four key personnel?
Providing resumes for back up staff is not required.
14 For Criterion 4 (Program Management - SF330, Part I, Section H), the org chart is listed on submission requirements for SF330, Part I, Section H. Normally, however, the org chart is Section D of the standard SF330. Do you want the Org chart shown in Section D, in Section H, or in both sections D and H of the SF330 Part I?
The organizational chart is requested only under Criterion 4 – Program Management and Capacity, which is Part I, Section H of the SF-330.
15 For Criterion 4 (Program Management - SF330, Part I, Section H), the solicitation asks firms to describe backup staffing for key personnel. Can firms include resumes in SF330 Part I Section E for these back up staff? If yes, should firms provide copies of licenses and certifications for these additional backup key personnel?
Providing resumes for back up staff is not required.
16 In the SF-330 Submission Requirements section, the SF330 Part I page count limit is listed as 110 pages. It also notes that this page count limit does not include certificates, PPQs, licenses, cover sheets, dividers, or other requested documentation. Nor does it include a page limit for SF330 Part II. Is there an overall page limit for the SF330 Part II and if so what is that limit? Is there an overall page limit for the entire submittal inclusive of Part I, Part II, and copies of PPQs, CPARs, individual licenses, certifications, and if so what is that limit?
There is no page limit for Part II of the SF-330.
17 Does NAVFAC PAC want copies of PPQs, CPARS, individual licenses, certifications, etc. in Part I (but not as part of the 110 page limit) or in an appendix? Please state the desired location for the items.
Yes, include those items in Part I. Completed CPARs or PPQs are required under Criterion 3 - Past Performance which is Part I, Section H of the SF-330. Active professional registration, certification, licensure, and/or accreditation in appropriate disciplines are required under Criterion 2 - Professional Qualifications which is Part I, Sections E & G of the SF-330.
18 Does a cover letter count against the Part I page count or any page count limits? The 110 page limitation for Part 1 does not include cover sheets.
19 Do front and back covers count against the Part I page count or any page count limits? The 110 page limitation for Part 1 does not include cover sheets.
20 N6274221DO200 awarded 9/15/21 appears to have a last order date of 9/14/26 and has a listed spend to date of $11.2M with a new ceiling of $41M. Is the new subject solicitation a replacement to this contract, an additional contract for similar work, or something else?
This requirement is a follow-on to IDIQ Contract N6274221D0200 which was for a base period of one year and four one-year option periods (if exercised).
21 May I ask if the subject contract action is a new procurement or a recompete of a current contract? If a current contract, may I ask who the incumbent firm is?
