QUESTION # QUESTION GOVERNMENT RESPONSE
1 Given the instructions, as well as timeline, I wanted to kindly follow up and confirm that this is the pre-solicitation and not the actual solicitation?
This is a synopsis posting for Architect-Engineer Services for Planning and Engineering Services at various locations worldwide, with emphasis in the Pacific and Indian Ocean areas. These services are being procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. Any interested parties are to submit a Standard Form (SF) 330. Please refer to the synopsis posting for a full description of the requirement, selection criterions, and submission instruction.
2 Since you indicated the Government does not intend to award this new IDIQ until later next year (2024) or beyond, would it be possible to extend the due date for Offers? Holiday season is challenging for everyone, and the current due date is only 3 weeks after the New Years Day holiday.
The due date is extended from 22 January 2024 at 2:00 PM HST to 08 February 2024 at 2:00 PM HST.
3 Page 1: What does the “Inactive Date” of Feb 06, 2024 refer to? The inactive date is when the contract becomes or became inactive on sam.gov. It's set to become inactive 15 days after the response date.
4 Per the GSA website, it appears “Standard Form 330 (Rev. 7/2021)” is the most current version. Please confirm or provide the latest version.
Confirmed.
5 Page 4 Submission Requirements: The statement “Sufficient information to determine the date of completion of the project must be included in the project description ….” This sentence was not in the 2020 Presolicitation. Please describe what qualifies as “Sufficient information” pertaining to the date of a project completion. For example, is the date on a Final deliverable sufficient? Is a an acceptance letter from the government required? Does a project need to be closed out in the Gov accounting system within the 5-year window? (The latter sometimes happens months after the deliverables are submitted).
To be considered completed, the project must have all deliverables provided and accepted satisfactorily by the Government within the past 5 years immediately preceding the date of issuance of this notice. The statement "Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered" has been removed from the synopsis. See submission requirements for Criterion 3 - Past Performance. The project does not need to be closed out to be considered.
6 Page 5, Criterion 2, Key Personnel: We understand that our submittal must include at least one “key personnel” for each of the four disciplines listed (Project Manager, Senior Planner, Planner, and GIS Specialist). However, is our interpretation correct that more than four key personnel can be included in the submittal? Is there a maximum number of key personnel (i.e. resumes)? We do understand the page limitation and the desire to minimize government’s review to the most pertinent information.
There is no maximum number of key personnel.
7 Under Criterion 2 Submission Requirements in the 2020 Presolicitation, Offerers were instructed to identify personnel from each of nineteen (19) specific disciplines who would provide supporting services for the contract in the Organizational Chart.
We do not see this requirement in the current Presolicitation. Please clarify whether the government would like Offerers to provide information on specific/required disciplines on the team, most of which would be subconsultants to the Prime planning firm. Would this be shown in the Org Chart (Section D) as well as Section C, and a Part II form for each discipline?
Specific disciplines that must be included in key personnel are Project Manager, Senior Planner, Planner, and Geographic Information Specialist. Identification of personnel from any other disciplines providing supporting services is not required.
Page 6 Submission Requirements for Past Performance: Does a submitted CPARS for the 5 completed projects need to be a Final CPARS versus an Interim CPARS? Sometimes Final CPARS are not provided right away once a project is completed.
Submit a completed final CPARS evaluation for each project under Criterion 1 if available. If a completed final CPARS evaluation is not available, the Past Performance Questionnaire (Attachment A included in this synopsis posting) can be used to submit to the client for each project included under Criterion 1.
9 The Sam.gov notice indicates this is a presolicitation and that the notice is not a request for proposals. However, there is a January 22nd due date and GovWin indicates this is post RFP. Can you please clarify if this is or is not a request for proposal?
This is not a request for proposal.
