About this file
This document is a set of Questions and Answers related to a pre-solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer services primarily in the Philippines, Oceania areas, and other areas under the cognizance of NAVFAC Pacific.
The pre-solicitation outlines that the IDIQ contract will be for a base period of one year with four one-year option periods, with a total fee not to exceed $40 million. The contract will provide design and engineering services for the preparation of Design-Build and Design-Bid-Build construction contracts, cost estimates, project engineering documentation, technical reports, construction cost estimates, and other related services. The government is seeking the most highly qualified firm based on specialized experience, professional qualifications, past performance, program management and capacity, quality control, and volume of work. Key evaluation criteria include experience with projects on foreign military bases and in foreign countries, as well as knowledge of the primary geographic areas. Responses are due by May 28, 2024.

Question # Question Government Response 1 Will the Govermenment consider extending the deadling to June 4, 2024? The response date and time remains unchanged.
The presolicitation states that offerors should provide " a maximum of five (5) completed design projects..." in Section F.
However, under Criterion 1 - Specialized Experience, the presolicitation states that firms are evaluated "on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in: 1.
Development of DB and DDB construction contracts on Foreign Military Bases and in conformance with UFC 1-201-01 and International Building Codes (IBC) required by the local Municipality; 2. Development of DD1391's and construction cost estimates in foreign countries; and 3. Development of Engineering Assessments and Due Diligence Reports for facilities designed and constructed by foreign country Architects and Engineers." Given that offerors are evaluated on experience delivering design as well as planning and study/report documents, would the government consider revising the requirement that projects be "completed design projects" and rewording the presolicitation to state: " a maximum of five (5) completed projects..."?
Criterion 1 remains unchanged.
3 Is there an incumbent contract or contractor associated with this requirement This is a new requirement, therefore there is no incumbent contract or contractor.
The presolicitation currently requires that projects submitted under Criterion 1- Specialized Experience (Section F) have construction costs between $500,000 and $2 million. Given that even small projects at military bases in Southeast Asia and Oceania often have construction costs exceeding $2 million, would the government consider expanding this range from $500,000 to $10 million to allow firms to demonstrate the strongest and most relevant project experience?
Criterion 1 remains unchanged.
Under Criterion 2 - Professional Qualifications, the submission requirements state that resumes should indicate "active professional registration, certification, licensure and/or accreditation in appropriate disciplines." Given that several countries in Oceania/Southeast Asia allow for engineers to have only a university degree (and not licensure/registration) to practice engineering, does the government consider a relevant degree from an accredited university as "accreditation in appropriate disciplines"?
The Gov't does not accept a University degree to be equal to Professional registration/certification/license.
The presolicitation states that offerors should provide " a maximum of five (5) completed design projects..." in Section F. Does the government consider completed DB RFPs, DD1391s, and other planning, report, and study documents to be "completed design projects" if the final contract deliverable has been submitted to the client?
A completed design project is considered to be a project which has completed construction.
Under Criterion 1 - Specialized Experience, the presolicitation states that firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in: 1. Development of DB and DDB construction contracts on Foreign Military Bases and in conformance with UFC 1-201-01 and International Building Codes (IBC) required by the local Municipality..." Given that many relevant military design and construction projects for U.S. DoD in Oceania and Southeast Asia--especially those in underdeveloped rural locations--are at non-Base locations, would NAVFAC consider modifying this language so that military projects at non-Base locations (e.g., at a commercial port) are also considered to be relevant?
Criterion 1 remains unchanged.
