About this file
This document contains questions and answers related to a federal contract opportunity, Solicitation Number N6274224R0002, for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services primarily in the Philippines, Oceania areas, and other areas under the cognizance of Naval Facilities Engineering Systems Command, Pacific. The questions address the requirements for example projects demonstrating specialized experience and the timeframe for completed projects. The government responses confirm the requirements for the specialized experience criterion and state that the 7-year timeframe for completed projects will remain unchanged. The solicitation seeks the most highly qualified firm to perform a range of A-E services including design, engineering, technical reports, construction cost estimates, and other services for new construction, alterations, and repair of facilities in high humidity and corrosive environments.

Question # Question Government Response
The answer to question 6 posted Modification 01 indicates that the five (5) example projects for Section F must be limited to completed design and construction project examples.
Please confirm since this seems to be in conflict with the specialized experience criterion from the solicitation:
2. Development of DD1391’s and construction cost estimates in foreign countries
3. Development of Engineering Assessments and Due Diligence Reports for facilities designed and constructed by foreign country Architects and Engineers.
Confirmed. Please see response to Question #6.
The Synopsis states that project descriptions submitted under Criterion 1, Section F…must have been completed within the past 7 (seven) years.
Would NAVFAC consider changing this range from 7 to 10 years? During the pandemic, construction was slowed or came to a halt, delaying projects and affecting project completions. Extending the range from 7 to 10 years would allow for a stronger representation of similar specialized Experience
Criterion 1 remains unchanged.
