ARCHITECT‐ENGINEER SERVICES FOR THE PREPARATION OF NAVY AND MARINE CORPS NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) AND RELATED DOCUMENTS FOR NAVAL FACILITIES ENGINEERING COMMAND PACIFIC, AT VARIOUS LOCATIONS WORLDWIDE, WITH EMPHASIS IN

THE PACIFIC

Solicitation: N62742‐23‐R‐1800

List of Questions 24 March 2023

Section Questions for Consideration Government Response Criterion 1 – Specialized Recent Relevant Experience and Technical Competence

Submission Requirements

Current utility system and transportation system requirements as listed would substantially restrict other highly competitive and competent firms from competition for this procurement.

Would NAVFAC consider modifying the SF330 requirements regarding utility system requirements outside a military installation or a transportation system outside a military installation so as to not be considered more favorable?

In addition, would NAVFAC consider EITHER combining the utility system or transportation system requirement with the energy generation requirement and broadening the specific requirement to encompass any utility, transportation, OR energy generation proposed action?

The synopsis has been revised to utility system improvements or transportation system proposed actions on or off a military installation will be given equal consideration.

The requirement for at least one (1) project for utility system improvement or transportation system AND at least one (1) project for energy generation proposed action, remain unchanged.

Would NAVFAC consider broadening the geography of the required NEPA documents representing the Western Pacific and allow the difference to be comprised of relevant NEPA documents more broadly within the Pacific, including the Western U.S. mainland?

This suggestion is relevant since the complexity and scope characteristics of these broader footprint documents are highly comparable to anticipated program needs and contractor qualifications appropriate for this procurement.

The synopsis has been revised to “Of the eight (8) NEPA documents, at least two (2) must have been performed in Hawaii or Guam.”

Criterion 2 – Professional Qualifications of the Key Personnel

Submission Requirements

Under Selection Criterion 1 (Professional Qualifications, Attachment A Key Personnel Requirements), it states that the designated “Principal” shall possess a non‐expired professional engineer (PE), registered architect (RA), or American Institute of Certified Planners (AICP) certification.

The Principal requirement in Attachment A, Key Personnel Requirements has been revised to “Possesses a current non‐ expired professional engineer

This contract for “A/E for the preparation of Navy and Marine Corps National Environmental Policy Act (NEPA) and Related Documents for Naval Facilities Engineering Command Pacific, at various locations worldwide, with emphasis in the Pacific” is similar to other NAVFAC A/E Services Contracts such as N6247018R7008, N6247321D2212, and N6247020R2007. Like these contracts, the Scope of Work for this contract focuses on NEPA and “environmental services for the preparation of environmental planning documents. . .”

Under these procurements, key personnel submission requirements included professional engineer, registered architect, higher degrees in a closely related field, OR other relevant certifications.

For consistency purposes and given the requirements in the scope of services for other similar NAVFAC A/E contracts, we request that the government allow other relevant certifications such as Certified Environmental Professional (CEP) and certified Project Management Professional (PMP) to be acceptable professional qualifications for Principal.

In addition, we request the PhD requirement be changed to a “higher” degree in the science, planning, or a closely related field, such as a Master’s in Environmental Management as well as related experience, and a minimum of at least 20 years full‐time professional experience managing the development of environmental planning documents and associated studies for Federal Agency actions.
