THE PACIFIC
Solicitation: N62742‐23‐R‐1800
List of Questions 6 April 2023
Section Questions for Consideration Government Response Criterion 2 – Professional Qualifications of the Key Personnel
Submission Requirements
Under Selection Criterion 2 (Professional Qualifications of Key Personnel), the government states: “The SF 330s will be evaluated on the key personnel’s professional qualifications, competence, and experience on at least three of the ten projects submitted in Criterion 1.” In addition, the government also states that more favorable considerations may be given to: “Key personnel who had the same role and involvement in projects identified under Criterion 1, as the role and involvement which they are being submitted in response to this synopsis”
Cross‐walking ALL key personnel on AT LEAST three Section F projects is unrealistic given the technical requirements of the 10 projects. Furthermore, not all projects require, for example, an archaeologist or a Historian or a terrestrial biologist. There are also projects where such team members may have a minor role, but they are not involved as KEY personnel.
Therefore, the Criterion 2 requirement that ALL key personnel must show experience on at least three of the ten Criterion 1 projects along with more favorable consideration given to Key Personnel in the same role and involvement as projects under Criterion 1 conflicts with the technical requirements of the Criterion 1 projects.
Criterion 2 – Professional Qualifications of the Key Personnel has been revised to require key personnel experience on at least two of the ten projects submitted in Criterion 1 projects. See revised synopsis

We have not seen this combined requirement before because the nature of an IDIQ contract involves such diverse projects and therefore each project requires different key personnel.
Under Criterion 2, request the government remove the requirement that key personnel must show experience on at least three of the ten projects submitted in Criterion 1 projects.
Criterion 8 – Volume of Work
Per Criterion 8 ‐ Volume of Work instructions on page 9 of the amended synopsis: “Volume of Work awarded by the DOD during the previous 12 Months: Basis of Evaluation: Firms will be evaluated in accordance with DoD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602‐1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DoD within the twelve months with the objective of effecting an equitable distribution of contracts among qualified AE firms including small, disadvantaged business firms, and firms that have not had prior DoD AE contracts. SUBMISSION REQUIREMENT: Firms do not submit data for this factor.”
Offerors are not required to submit any data for Criterion 8 in Section H.
Criterion 8 – Volume of Work awarded by the DOD during the previous 12 Months has been revised. See revised synopsis

However, in the SF 330 REQUIREMENTS paragraph on page 10, it states: “Only information required by Criteria 4, 5, 6, and 8 shall be included in Section H.”
Criterion 2 – Professional Qualifications of the Key Personnel
Submission Requirements
As written, Criterion 2 (Professional Qualifications Submission Requirements) and Attachment A (Key Personnel Requirements) are in conflict for the terrestrial biologist and marine biologist. Criterion 2 (Professional Qualifications Submission Requirements) includes USFWS survey permit requirements for the terrestrial biologist and diving certifications for the marine biologist. However, Attachment A does not include the same requirements and states that “Demonstrated expertise in species of concern occurring throughout the NAVFAC Pacific AOR may be given more favorable consideration.” Please clarify that the offerors need only meet Key Personnel requirements in Attachment A.
Criterion 2 ‐ Professional Qualifications of the Key Personnel and Attachment A Key Personnel Requirements have been revised. See revised synopsis and Attachment A Key Personnel Requirements
