About this file

This is a Pre-Solicitation Synopsis Questions & Answers document for Federal Contract N62742-26-R-1803, issued by the Department of the Navy, Commander Naval Facilities Engineering Systems Command Pacific on 27 April 2026. The document addresses two specific inquiries submitted by prospective contractors regarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architect-engineer services.

The IDIQ contract covers environmental investigations, permit applications, and related studies for water, wastewater, stormwater, hazardous waste, solid waste, and pollution prevention services at various Navy and Marine Corps activities throughout the Pacific Basin and Indian Ocean areas. Question 3 addresses whether a small firm specializing only in water, wastewater, and stormwater services may submit a proposal as prime contractor without teaming partners for hazardous wastewater and solid waste services. The Navy's response clarifies that a prime contractor must submit a complete SF330 package in accordance with Synopsis requirements. Question 4 concerns the Past Performance Questionnaire (PPQ) form, with the inquirer asking if an existing PPQ from another IDIQ proposal may be used. The Navy's response directs prospective contractors to use the PPQ form provided in the attachments section under "Attachment_A_PPQ" rather than forms from other solicitations.

ARCHITECT-ENGINEER SERVICES FOR ENVIRONMENTAL INVESTIGATIONS, PERMIT

APPLICATIONS AND RELATED STUDIES AT VARIOUS NAVY AND MARINE CORPS

ACTIVITIES, PACIFIC BASIN AND INDIAN OCEAN AREAS

3. According to the IDIQ Statement of Work (SOW), the engineering services are for environmental investigations, permit applications and related studies of water, wastewater, storm water, hazardous waste, solid waste and pollution prevention. We are a small firm but specialized only in water, wastewater and storm water. We do not want to team with other firms for the hazardous wastewater and solid waste.

Our question is that is it acceptable if our firm wanted to do water, wastewater and stormwater as prime only?

RESPONSE: A Prime contractor must submit a complete SF330 package in accordance with the Synopsis requirements.

4. Past Performance Questionnaire – We cannot find the Past Performance Questionnaire (PPQ) through the web. Our question is that is it acceptable if we use the PPQ from another IDIQ proposal?

RESPONSE: The PPQ form was uploaded as a pdf in the attachments section under "Attachment_A_PPQ". Please use the form provided for this synopsis.
