About this file
This is a Pre-Solicitation Synopsis Questions & Answers document for a Navy contract opportunity.
The Department of the Navy, Commander Naval Facilities Engineering Systems Command Pacific, issued Notice No. 1 on 13 April 2026 regarding contract N62742-26-R-1803, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services. The contract covers environmental investigations, permit applications, and related studies at various Navy and Marine Corps activities throughout the Pacific Basin and Indian Ocean areas. The document addresses two key submission requirements clarifications: (1) sub-contractor key personnel must be submitted under SF330, Part I, Section E, with only prime AE firms required to submit a complete SF330 package, though all firms must complete SF330 Part II; and (2) a maximum of 24 resumes will be considered to collectively demonstrate professional qualifications across all required key personnel categories, not 24 resumes per category. Submissions must include one hardcopy of each form plus one CD electronic copy, with facsimile and electronic submissions of the SF330 not accepted. The document does not specify response deadlines, award dates, or pricing terms, serving instead as clarification guidance for prospective offerors preparing their qualifications submissions.

PRE-SOLICITATION SYNOPSIS QUESTIONS & ANSWERS
N62742-26-R-1803 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR
ARCHITECT-ENGINEER SERVICES FOR ENVIRONMENTAL INVESTIGATIONS, PERMIT
APPLICATIONS AND RELATED STUDIES AT VARIOUS NAVY AND MARINE CORPS
ACTIVITIES, PACIFIC BASIN AND INDIAN OCEAN AREAS
1. Submission Requirements - "AE firms utilized by the prime AE must also submit complete Architect- Engineer Qualifications and resumes. Submit one hardcopy of each form plus one CD electronic copy.
Facsimile and electronic submission of SF330 will not be accepted. SF330 and electronic copy will not be returned."
Typically our subconsultants cover areas outside of our area of expertise (i.e., geotechnical, structural, mechanical, electrical, architectural, and survey). We would like to confirm that we should only submit resumes for our subconsultants under our SF330 Part 1 Section E resumes. In addition, we are required to submit a SF330 Part II for all of our team members.
Our subconsultant team members are not required to submit a complete SF330 Part 1 package individually.
RESPONSE: This statement was inadvertently included and is removed as it is not relevant. Confirming, sub-contractor key personnel shall be submitted under SF330, Part I, Section E. Further, only AE firms (Prime) desiring to be considered for this acquisition shall submit a completed SF330 package. However, SF330 Part II shall be completed for each firm.
2. Criterion 1 of the solicitation states: "A limit of 24 resumes will be considered to demonstrate professional qualifications in each of the areas". Our interpretation of this statement is that our SF330 Part 1 Section E will be limited to 24 resumes total. The 24 resumes will need to demonstrate proficiency and qualification for all the listed key personnel categories. Is this interpretation correct? An alternative way to look at this statement is that up to 24 resumes could be submitted in each of the key personnel categories.
RESPONSE: Confirmed, 24 resumes must collectively demonstrate professional qualifications in all of the areas. This statement has been revised to state "A limit of 24 resumes will be considered to collectively demonstrate all of the professional qualifications."
