About this file
This document contains questions and answers regarding a solicitation for design and construction services. The solicitation is for design-build projects to construct up to 178 family housing units in three phases at Naval Support Activity Andersen, Guam. Phase IV will construct 62 units, Phase V will construct 68 units, and Phase VI will construct 48 units. The houses will be single-story reinforced concrete structures designed to withstand Guam's climate and seismic activity. Questions were asked regarding lengthening the performance period and adjusting experience requirements, but the government did not amend the solicitation. The bid due date of June 2, 2022 was maintained despite a request for a three-week extension. The solicitation seeks to address critical family housing needs for military personnel stationed at Andersen Air Force Base.

Notice No. 4 23 May 2022
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-22-R-1325
FY23 FHCON H-366, H-283, & H-375 REPLACE ANDERSEN HOUSING PHASE IV, V, &
VI, NAVAL SUPPORT ACTIVITY ANDERSEN, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
4. Special Contract Requirements - Document 00 73 00 Phased Construction Schedule Para 1.3 COMMENT: The Contractor is required to complete each phase of the work within the number of calendar days stated in the schedule. The 720 calendar day schedule is separated into two elements, Design deliverables which occupies the first 180 days following NTP & all other remaining work for Phases IV, V &VI within the balance of the 540 calendar days. During the 540-day period the Contractor is required to source, solicit, secure and construct 192 concrete framed housing units comprising three or four-bedroom single-story family duplexes.
The duplexes are also to be similar in design to the previous phases and likewise include any and all appropriate site improvement measures necessary to support the new housing development.
By comparison, the previous phases comprised 93 concrete framed housing units with a performance period of 990 calendar days following NTP. The stark contrast between the two (double the units in half the time) serves to illustrate that a 540 calendar day’s period is unrealistic when balanced against the resource capability of the entire island coupled with the usual schedule impediments imposed by MEC/MPPEH, supply chain issues and labor shortages.
Since the Offeror is called upon in Factor-1 to provide a narrative describing their approach to accomplishing the requirements of the contract will the government please give serious consideration to altering the entire performance period including design to 1,760 calendar days to allow the Offeror to respond in a legitimate manner?
ANSWER: The Government will give serious consideration to altering the entire performance period including design based upon full scope.
5. Document 00 22 00, Factor 2 - (1) Construction Experience, relevant construction project.
Due to the complexity and limiting size requirement of the relevancy for construction experience to just one-and/or two-story units of multi-family housing units, will the government consider extending the requirement to three-story multi-family housing units?
ANSWER: The Government has considered your request however, the RFP remains unchanged.

6. Document 00 22 00, Factor 2 - (2) Design Experience, relevant design project. Due to the complexity and limiting size requirement of the relevancy for design experience to just one-and/or two-story units of multi-family housing units, will the government consider extending the requirement to three-story multi-family housing units?
ANSWER: The Government has considered your request however, the RFP remains unchanged.
7. We respectfully request a three (3) week time extension of bid date from June 2, 2022, to June 23, 2022. The additional time is necessary to consider the most relevant construction and design experience as defined in the RFP. Also, this request is asked due the past performance requirements shall be submitted with the proposal for each project included in Factor 2 experience and would need an ample time to be updated from different approving agencies.
ANSWER: The Government has considered your request. However, the due date remains June 2, 2022.
