About this file

This document contains questions and answers regarding a federal solicitation for architect-engineer services. The solicitation will be issued by the Naval Facilities Engineering Command Pacific and seeks proposals for architectural projects at various locations under its cognizance. Eligible firms must be considered small businesses per the $8 million size standard for NAICS code 541310 for architectural services. The questions and answers indicate revisions will be made to the solicitation to reduce the number of relevant projects and minimum construction value required, and to combine some facility project categories into one. Firms do not need to be registered under NAICS code 541310 but must qualify as a small business under that size standard to submit a proposal as a prime contractor in response to this solicitation.

QUESTION # QUESTION GOVERNMENT RESPONSE

Does the Federal Government consider small business as $8M through a Joint Venture entity, or are they looking at each of the businesses separately?

The Joint Venture will need to be registered as a small business to qualify for the small business set-aside. If an SBA approved mentor and protégé form a joint venture, the joint venture will be eligible for any opportunity for which the protege qualifies.

Would the government consider reducing the number of relevant projects and the minimum $20 million construction value for the relevant projects? Although some small businesses work on some large projects, the number of projects that size are limited within a 10-year period.

Revised Synopsis to be issued.

Would the government consider combining base development facility project types (4) Education, (5) Retail, and (6) Community support facilities into one category? Majority of the facilities on military bases are housing, administration, and operations. Facilities such as education, retail, and community services are limited in numbers on a base or DoD property.

Revised Synopsis to be issued.

Is it a requirement that proposers be classified as NAICS Code 541310 to pursue this procurement? Can a firm that is small business with NAICS Code 541330 propose as a prime contractor? Our firm is registered on SAM.gov under NAICS Code 541330.

Firms submitting an SF330 package are not required to list NAICS code 541310 under the entity’s service classifications on the SAM.gov website; however, the firm must be considered a small business in regards to the size standard of $8,000,000 for the NAICS Code 541310 Architectural Services.
