About this file
This document contains questions and answers regarding a pre-solicitation for architect-engineer services. The pre-solicitation is seeking indefinite delivery/indefinite quantity contracts for various petroleum, oil, and lubricants and mechanical engineering projects and related services at locations under the Naval Facilities Engineering Command Pacific. Interested parties are to submit a Standard Form 330 by the deadline. The requirement is set aside 100% for small businesses, and both companies in a joint venture must also be small businesses to qualify. Subconsultants are not required to be small businesses. There is no limit on the number of companies that can participate in a joint venture.

QUESTION # QUESTION GOVERNMENT RESPONSE
1 The posting on Sam.gov shows this as a Pre‐Solicitation, but there is a deadline so we are treating this as an actual Solicitation. Is that correct or will a Solicitation be issued shortly?
This is a synopsis posting for Architect‐Engineer Services for various Petroleum, Oil, and Lubricants and Mechanical Engineering Projects and related services at various locations in all areas under the cognizance of NAVFAC Pacific. These services are being procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. Any interested parties are to submit a Standard Form (SF) 330. Please refer to the synopsis attachments for a full description of the requirement, selection criterions, and submission instruction.
2 This is a "100% small business set‐aside.” Does that mean if we decide to do a Joint Venture, the other company also needs to be a Small Business?
Both joint ventures must be small businesses in order for the joint venture to qualify for the 100% small business set‐aside requirement. However, if an SBA‐approved mentor protégé form a joint venture, the joint venture will be eligible for any opportunity for which the protégé itself qualifies.
3 Is it preferred that our sub‐consultants fall into the Small Business category also? Firms will not be evaluated as more favorable if their sub‐consultants fall into the Small Business category. However, please review FAR 52.219‐14 Limitations on Subcontracting (DEVIATION 2020‐O0008).
4 Is the number of companies for a JV limited to just 2 (to match number of Design Teams)? The number of companies for a joint venture is not limited to just 2. However, please review Selection Criterion (1) Submission Requirements in the synopsis for more detail on joint venture submissions.
