PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-20-R-1304

FY18 P-877 MOKAPU GATE ENTRY CONTROL AT/FP COMPLIANCE MARINE COPRS

BASE HAWAII, KANEOHE BAY, HAWAII

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

RESPONSES DEFERRED FROM NOTICE NO. 1 DATED 18 JUNE 2020

5. In reviewing the bid, it is an apparent that the structure as designed and specified in Sheet S-111 may be suitable for the loads but is not in accordance with accepted design practices for tensioned fabric designs for structures of this size. For example, where ever fabric comes in contact with steel, the profile of choice is always round. Sharp edges on square tubes, especially I-Beams will lead to early wear and tear and ultimate failure of the fabric. Also, for this type structure, the rafters are normally bent. Bent tubes will allow the tensioning of the fabrics into an anti-clastic state. Samples of anti-clastic fabric structures can be seen at:

https://www.google.com/search?q=Anticlastic+fabric+structures&sxsrf=ALeKk02CI5cTJ9MR5l PIc6lL2G1jR9Tc4g:1592004258548&source=lnms&tbm=isch&sa=X&ved=2ahUKEwjtxb6Ctv 3pAhW1IDQIHdIPDdQQ_AUoAXoECBEQAw&biw=1529&bih=513&dpr=2.25

26. 03 31 30. The marine concrete spec requires a very low (<1000 coulombs) result for the “Rapid Chloride Ion Penetration Test” (RCIPT) ASTM C- 1202.

First concern, there are no laboratories in the State of Hawaii that perform the “Rapid Chloride Ion Penetration Test” (ASTM C-1202). The University of Hawaii at Manoa, Department of Civil and Environmental Engineering has been running an extensive corrosion test on numerous mix designs but did not run any rapid chloride permeability tests. Hawaiian Cement made several trial concrete mixtures and sent them to the mainland to determine the RCIPT. The mix designs and corresponding RCIP test results range from a low 1932 coulombs @ 60 days for silica fume to a high 4800 coulombs @ 60 days for straight portland cement with fly ash coming in at 3074 coulombs @ 60 days.

The specification is targeting a precise, maximum coulomb count for the concrete since C-1202 cautions the use of numbers from this test. Section 4.3 states “The numerical results (total charge passed, in coulombs) from this test method must be used with caution, especially in applications such as quality control and acceptance testing. The qualitative terms in the right-hand column of Table 1 should be used in most cases.” Here are the guidelines used in Table 1.

TABLE 1 Chloride Ion Penetrability Based on Charge Passed (1)1 Charge Passed (coulombs) Chloride Ion Penetrability >4,000 High 2,000–4,000 Moderate

1,000–2,000 Low 100–1,000 Very Low <100 Negligible

ASTM makes this recommendation because of the poor precision of this test as outlined in Section 13 Precision and Bias. Section 13 states

“13.1 Precision:

Single-Operator Precision—The single operator coefficient of variation of a single test result has been found to be 12.3 % (Note 6). Therefore, the results of two properly conducted tests by the same operator on concrete samples from the same batch and of the same diameter should not differ by more than 42 % (Note 6).

13.1.2 Multilaboratory Precision—The multilaboratory coefficient of variation of a single test result has been found to be 18.0 % (Note 6). Therefore, results of two properly conducted tests in different laboratories on the same material should not differ by more than 51 % (Note 6). The average of three test results in two different laboratories should not differ by more than 42 % (Note 7).”

The aggregates in Hawaii are basalt. Although basalt is a hard, durable rock, it does have its challenges including high absorption, high porosity, heavily textured and very angular. These properties increase water demand and subsequently high cementitious content to achieve high strength. Furthermore, the high porosity increases the permeability of concrete matrix making it very difficult to achieve low /very low chloride ion penetration.

As predicted, the mix with 50 lbs. of silica fume performed the best (1648 coulombs at 90 days) but failed to meet the required maximum 1000 coulomb level. Silica fume concrete may not be the best option for several reasons. First silica fume concrete is difficult to finish for flat work as there is little or no bleedwater, is sticky and develops plastic shrinkage cracks easily. Dispersion of the silica fume in the concrete is a concern, slurried silica fume is not offered in the United States and the dry silica fume is difficult to handle and disperse. Using a higher dosage of silica fume to achieve lower RCIPT is not recommended. The next best performer was the local AES Hawaii fly ash mix, which has been used on numerous NavFac projects. The fly ash mix had a count of 3074 coulombs at 60 days and 2261 coulombs at 90 days.

Part of the solution to this design challenge is changing the specified performance to be a “chloride ion penetrability” of moderate, which would encompass a range of 2000 to 4000 coulombs and comply with the ASTM standard of using “Chloride Ion Penetrability”. Use the 90 days results as it appears to be a more repeatable number and the results improve from the 60 days to the 90 days mark. Keep in mind, this testing should only be done in the design phase and is not recommended for field tests as the corrosion inhibitor will greatly affect the test results.

Can the Rapid Chloride Ion Penetration requirement for marine concrete change from “Very Low” (100–1,000 coulombs) to “Moderate” (2,000–4,000 coulombs at 90 days for this project?

82. In specification section 31 23 00.00 20 paragraph 3.15.2.4, please consider clarifying the requirements for compaction testing subgrade and fill materials every 250 SF to apply only to subgrades and structural fills below buildings/foundations. For the open site grading and compaction, such as below the gravel pavement, sidewalks, vegetated berms, & AC roads, recommend the requirement could be changed to something less stringent; possibly one test per 250 square yards? As an example, the >28,000 SF of Type A Gravel Pavement, would require ~112 density tests on the subgrade. Testing on a 16’ grid, seems excessive, for areas that will receive a fairly consistent compaction effort.
