NOTE: The following is provided for INFORMATION ONLY. The Pre-Solicitation Notice remains unchanged unless modified in writing.

NOTICE NO. 3

Notice No. 3 corrects answers previously provided under Notice No. 2:

5. Question 5 (page 6) – Offeror is to provide names and corporate addresses of all vendors from which it will acquire components or parts to be integrated into the end-item for the subject procurement.

a. It is understood from the FBO Pre-Solicitation Notice that “all sources, whether prime Offerors or subcontractors at all tiers, must be vetted for FOCI” and that “drawings and specifications will only be released to sources determined to be free from Foreign Ownership, Control, and Influence (FOCI)”. Therefore, please confirm that all vendors are to submit a completed or updated Statement of Affiliation accordingly, including an electronic copy directly to you (Erik Torngren) via your email address (erik.torngren@navy.mil).

Corrected Response: A completed or updated Statement of Affiliation is not required from vendors. Vendors are defined as prospective subcontractors or suppliers. Provide your list of vendors on the attached spreadsheet to be vetted for FOCI. Prospective offerors are to utilize the attached spreadsheet to respond to Question 5 on page 6 of the Statement of Affiliation.

Prospective offerors may also submit addendums to their Statements of Affiliation to supply their lists of vendor (subcontractor/supplier) names using the provided spreadsheet.

Prospective offerors may utilize the SAFE Access File Exchange (SAFE) website to send the data to Erik Torngren (erik.torngren@navy.mil). The SAFE website is located at:

https://safe.amrdec.army.mil/safe/Welcome.aspx.

b. Please confirm that as all offerors and subcontractors are to submit the FOCI information to your attention, each company will receive approval or denial of access to the drawings and specifications directly from your office.

Corrected Response: Correct. See also corrected response to Question 5a. above.

File details come from the government source that posted it.
