MCON P-013 COMMUNICATION/CRYPTOLOGIC FACILITY, JOINT BASE

PEARL HARBOR HICKAM, WAHIAWA ANNEX, HAWAII

NOTE: The following is provided for INFORMATION ONLY. The Pre-Solicitation Notice remains unchanged unless modified in writing.

NOTICE NO. 2

1. Throughout the document, please clarify what “(U)” stand for, to be sure if it is something we need to be aware of and/or address.

The “(U)” refers to “Unclassified”. There is nothing for the offeror to address.

2. Question 1 (page 1) – If the response is “No” as the offeror does not hold an active Department of Defense (DoD) Facility Security Clearance (FSC), please clarify that the offeror is still able to proceed and answer Question 2.

Yes, the offeror must answer Question 2.

3. Question 2 (page 2) – The FBO Presolicitation notice advised that “an electronic copy of the Statement of Affiliation must be submitted to Erik Torngren, erik.torngren@navy.mil. Originals will be required to be submitted with the proposal submission.” However, Question 2 states:

a. “If the offeror answered "No'', the offeror shall complete the Statement of Affiliation form and submit a complete Statement of Affiliation form to the Maryland Procurement Office.”

Please confirm that we are to submit such information to the Maryland Procurement Office and if so, please provide the applicable address/email.

Submit the Statement of Affiliation to Erik Torngren, erik.torngren@navy.mil.

b. “The offeror shall submit the FSC/CAGE Code Number on company letterhead to the Naval Facilities Engineering Command, Pacific, AE/Construction Contracts Branch, when applicable.” Does the electronic copy of the Statement of Affiliation to you (Erik Torngren) suffice as submitting to “the Naval Facilities Engineering Command, Pacific, AE/Construction Contracts Branch”?

Yes.

4. Question 2 (page 2) states: “If the offeror answered "No", the offeror shall submit an updated Statement of Affiliation to Naval Facilities Engineering Command, Pacific, A- E/Construction Contracts Branch.” Instead of “updated”, should that statement rather state “completed” as the Offeror is responding that it has not submitted a completed statement to the Maryland Procurement Office?

If the offeror answers “No”, than the offeror shall complete and submit the Statement of Affiliation to Erik Torngren, erik.torngren@navy.mil. If the offeror answers “Yes”, the offeror must then indicate if all the information submitted with the previous Statement of Affiliation is still accurate. If the offeror answers “No”, than the offeror shall submit an UPDATED Statement of Affiliation to NAVFAC Pacific (to Erik Torngren, erik.torngren@navy.mil).

Does the electronic copy of the Statement of Affiliation to you (Erik Torngren) suffice as submitting to “Naval Facilities Engineering Command, Pacific, AE/Construction Contracts Branch”?

Yes.

“The offeror shall submit a completed Statement of Affiliation form to the Naval Facilities Engineering Command, Pacific, when applicable.” Does the electronic copy of the Statement of Affiliation to you (Erik Torngren) suffice as submitting to “Naval Facilities Engineering Command, Pacific”?

Yes.

5. Question 5 (page 6) – Offeror is to provide names and corporate addresses of all vendors from which it will acquire components or parts to be integrated into the end-item for the subject procurement.

a. It is understood from the FBO Pre-Solicitation Notice that “all sources, whether prime Offerors or subcontractors at all tiers, must be vetted for FOCI” and that “drawings and specifications will only be released to sources determined to be free from Foreign Ownership, Control, and Influence (FOCI)”. Therefore, please confirm that all vendors are to submit a completed or updated Statement of Affiliation accordingly, including an electronic copy directly to you (Erik Torngren) via your email address (erik.torngren@navy.mil).

A completed or updated Statement of Affiliation is not required from vendors.

b. Please confirm that as all offerors and subcontractors are to submit the FOCI information to your attention, each company will receive approval or denial of access to the drawings and specifications directly from your office.

Correct.

c. As the FBO Pre-Solicitation Notice also states that “originals will be required to be submitted with the proposal submission”, as vendors may propose to multiple vendors, please advise how vendors and Offerors are to meet that requirement. That is, is a vendor to provide an originally completed Statement of Affiliation to each Offeror for inclusion in their proposal?

A completed or updated Statement of Affiliation is not required from vendors.

d. The FBO Pre-Solicitation Notice also states “the contractor shall maintain records containing the names of all persons issued documents along with a detailed description of the documents provided”. Please clarify if the records are to include vendor personnel and if such a list must be submitted with the proposal.

Yes.
