About this file

This is a Statement of Work (SOW) for the installation and delivery of a Land Mobile Radio (LMR) system at Naval Air Facility (NAF) Atsugi in Japan. The contractor must provide all equipment, materials, and services necessary to deliver, install, program, and make fully operational a complete LMR system consisting of two Motorola GTR 8000 VHF Conventional Repeaters, three GTR 8000 VHF Conventional Base Stations, and 124 APX 6000 Land Mobile Radios with associated antennas, batteries, chargers, and programming. The equipment must be current production models from the manufacturer, and the objective is a one-time, complete, and fully functional installation at the final place of performance.

The requirement involves a two-phased logistical workflow. Phase 1 requires equipment delivery to NAF Atsugi in Atsugi, Japan, where the government will receive and store all equipment. Phase 2 involves on-site installation, programming, and system optimization services on a remote island in Japan, with the contractor performing full hands-on installation of repeaters, base stations, and antenna systems, supported by Navy personnel in a non-primary capacity. The government will provide lodging, meals, and transportation from mainland Japan to the remote island during contractor personnel presence. Vendors should anticipate a potential interim waiting period of two to three months between Phase 1 delivery and Phase 2 installation commencement. Specific equipment requirements include 124 portable radios with various software licenses and enhancements (AES encryption, ASTRO digital operation, submersible capability), 50 additional batteries, 50 antennas, 144 chargers, and device programming services for all APX 6000 radios.
