About this file
This document is a detailed Statement of Work (SOW) for a firemain charging pump replacement on the USNS Alan Shepard (T-AKE 3), associated with Naval Supply Systems Command solicitation N6264926RK003. The work involves removing the existing Sims Pump Company Series 10000 firemain charging pump (model NQ21892CC) from the Auxiliary Machinery Room and replacing it with a new Government Furnished Material (GFM) pump/motor assembly. Additional requirements include surface preparation of the pump skid foundation, applying three coats of AMERCOAT 240 coating, replacing the PLC controller (Rockwell/Allen Bradley 1760-L18AWA), and performing operational tests in local and remote modes.
The contractor must provide all necessary services, including rigging out the old pump, fabricating a storage crate, installing the new pump, reconnecting electrical power, and programming the new PLC using the existing PLC's program. A PLC technician with Rockwell/Allen Bradley Pico Series experience is required. The work involves careful coordination with ship's personnel for lockout/tagout procedures, system status tracking, and operational testing. Specific contractor-furnished materials include mounting hardware (bolts, nuts, washers) and a replacement PLC with programming cable.

1.2 This ship contains high voltage (hv) electrical systems. Obey all posted and verbal instructions regarding safety and exclusion from high voltage areas. At no time approach, work on, or enter a high voltage area without proper authorization.
The T-AKE class electrical color coding does not follow the consistent color scheme. The ship is known to have current carrying conductors colored green, blue, black, and white. Assume all electrical cables are energized until tested and proven otherwise. Test all electrical cables to ensure they are de-energized prior to working on the item.
QUALITY ASSURANCE REQUIREMENTS: None additional
STATEMENT OF WORK REQUIRED
Provide and operate equipment and supply all services and assistance to accomplish the replacement of the ship’s firemain charging pump
1.3 Coordinate with ship’s force to have associated equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.
1.4 Drain and dispose of any liquid in accordance with all local, state, and federal laws.
Provide temporary caps, blanks or plugs on open connections to adequately protect the system from contamination and leaks during the accomplishment of this work item. Coordinate removals and reinstallations with the Chief Engineer to ensure the vessel is always aware of system status until the cooler work is completed.
Unbolt, remove, and rig out existing pump/motor skid. See figure 1 for guidance. Disconnect (do not cut) electric power to the pump motor. Bag and protect wires.
Figure 1 – Pump Skid Fabricate a heavy-duty wooden crate(s) to store and transport the removed fire pump and motor skid assembly. Place removed pump/motor skid into crate and turn over to ship’s force.
Perform power tool surface preparation pump skid foundation (SSPC/SP-3) Apply three (3) coats of AMERCOAT 240 supplied by the ship to match surrounding areas Rig, target, and install new GFM pump/motor assembly using CFM provided mounting hardware. Call out MSCREP or ship’s force to inspect fit of assembly to the system.
Reconnect pump electrical power cable. Coordinate with ship’s force to MANUALLY bump test the pump for direction.
For sections 7.11 and 7.12, the contractor shall provide services of a PLC technician with experience with Rockwell/Allen Bradley Pico Series PLCs. The technician may need to bring their own service laptop with PicoSoft software that will allow for transfer of program from the existing PLC to the CFM-provided replacement PLC.
Perform replacement of control PLC (located inside pump skid control panel) and use programming cable to program the PLC using program in existing PLC. Turn over the PLC cable (Item 3.4.5 to ship’s force).
Perform operational test with ship’s force, to demonstrate the operation of the charging pump in LOCAL and REMOTE (MCCS) operation.
