V-22 Maintenance Repair and Overhaul (MRO)

Production Line Installation

Hangar 5500 MCAS Iwakuni Japan

1. Purpose

The purpose of this project is to install a fully functional and compliant V-22 MRO production line inside of FRC WESTPAC Hangar 5500 at Marine Corps Air Station (MCAS) Iwakuni, Japan. Upon completion of this project, Hangar 5500 will support three (3) V-22 aircraft in flow, with additional space for a fourth V-22 aircraft, enabling efficient and safe planned and unplanned maintenance operations. This future V-22 MRO support will occur alongside the F/A-18 MRO support currently being conducted.

2. Scope

The scope of this project includes the design, procurement, installation, and certification of all necessary equipment, to stand up a complete V-22 MRO line to support three (3) V-22 aircraft in flow. This includes, but is not limited to, the following:

- Designing optimal layouts for the V-22 MRO line and support spaces

- Preparing Hangar 5500 for V-22 MRO line installation

- Identifying and defining facility modification utilities requirements for government action

- Transporting and installing government furnished equipment (GFE) (packing, rigging, loading, transport, unload, derigging, unpacking, placement)

- Performing operational checks of all installed equipment

- Procuring (if required) and installing contractor furnished equipment (CFE) e.g. tooling, tool boxes, support equipment (SE), shelving, stands, necessary environmental/safety control equipment, etc.

- Installing aircraft maintenance stands, handling equipment, and other safety devices

- Establishing supply storage location (including for fuel cell and hazardous materials)

- Installing tooling and ground support equipment (GSE)

- Establishing office work spaces

3. Period of Performance

The period of performance for this project will be from 15 July 2026 to 30 April 2027. The government's milestones are as follows:

- The contractor shall complete installation of the first V-22 MRO maintenance slot no later than 31 October 2026: defined as full capability for supporting one (1) V-22 aircraft in flow.

- The contractor shall complete installation of the second V-22 MRO maintenance slot no later than 30 January 2027. This is defined as full capability for supporting two (2) V-22 aircraft in flow.

- The contractor shall complete installation of the third V-22 MRO maintenance slot no later than 30 April 2027. This is defined as full capability for supporting three (3) aircraft in flow.

A V-22 MRO Line slot shall be considered at 'full capability' when: (a) all equipment is installed and certified per the USG approved design; (b) meets the objectives in section 6; and (c) the area passes a final government safety and compliance inspection.

4. Place of Performance

The primary place of performance for this project will be FRC WESTPAC Hangar 5500 at MCAS Iwakuni Japan. The contractor shall also perform tasks at Naval Air Facility Atsugi (NAFA) for loading and moving GFE from that location to the primary place of performance.

5. Background

FRC WESTPAC has identified a need to shift a portion of its V-22 MRO support to MCAS Iwakuni.

FRC WESTPAC Hangar 5500 has been designated for this purpose. Hangar 5500 currently supports F/A- 18 MRO requirements.

5.1. Mandatory Requirements

The contractor's proposed solution must adhere to all applicable host nation laws and regulations, as well as the provisions of the U.S-Japan Status of Forces Agreement (SOFA). The contractor shall possess, at the time of proposal submission, all necessary licenses, permits, and authorizations required by the United States Government and the Government of Japan to perform aircraft related and construction related activities. Performance under this contract will occur on a U.S. military installation. The contractor's proposed solution must account for all logistical, security, and access requirements associated with operating on the installation. The contractor shall be responsible for obtaining all individual and company credentials required for installation access for all personnel, vehicles, and equipment.

6. Objectives

The Contractor shall achieve the following objectives:

Objective Description

6.1 Design: Develop a comprehensive design and layout for the V-22 MRO line that optimizes workflow, ensures safety, complies with all relevant aviation and facility standards, and is minimizes disruption to the ongoing aircraft MRO work in Hangar 5500.

6.2 Hangar Preparation: Prepare the hangar for the installation of the MRO line, to include requesting (from the government) any necessary structural modifications, floor coatings, and utility upgrades.

6.3 GFE Installation: Ensure all specified GFE is safely relocated from NAFA, then installed and made ready for use at Hangar 5500 in accordance with the government-approved facility design and project schedule.

6.4 Shortfalls: Identify shortfalls in GFE for procurement/provision as CFE (equipment, tooling, office equipment/supplies, etc.)

6.5 CFE Installation: Ensure all necessary CFE, as identified in the approved GFE shortfall list (ref. CDRL LM05 - 3(a)), is procured, installed, and ready for use to meet the full operational capability requirements of the V-22 MRO line.

6.6 Placement: Ensure all items (GFE and CFE) are placed according the contractor's design that was approved by the government.

6.7 Operational Checks: Ensure that all installed equipment is operational and ready (fully prepared and capable of performing designed functions safely and effectively) to support V-22 MRO operations.

6.8 Safety and Compliance: Ensure the entire facility and all installed systems comply with all applicable safety, environmental, and aviation regulations (MCAS Iwakuni, U.S. Navy, FRC WESTPAC, etc.).

7. Operating Environment and Constraints

The V-22 MRO line will be a high-traffic, industrial environment. The facility (Hangar 5500) is designed to support the unique requirements of military aircraft maintenance, including considerations for security and specialized equipment. All facility modifications must be requested from the government. The government may either approve or disapprove the contractor's requests for facility modification. Contractor operation must minimize interference with ongoing aircraft MRO operations.
