About this file
This is an Occupational Safety, Health, and Environmental (OSHE) Provisions attachment for a V-22 Maintenance Repair and Overhaul (MRO) production line installation contract at Marine Corps Air Station (MCAS) Iwakuni, Japan. The document establishes comprehensive safety and environmental compliance requirements for the contractor and all subcontractors performing work on this project.
The contractor must develop and maintain a detailed Industrial Safety, Health, and Environmental (ISHE) plan addressing policy, organization, responsibilities, surveillance, enforcement, and training. Key areas include fire protection and prevention with emergency response coordination with Fleet Readiness Center Western Pacific (FRC WESTPAC) and MCAS Iwakuni, participation in emergency response drills, and hazard control documentation for specific operations including lifting devices, compressed gas handling, flammable liquids, welding, fall protection, foreign object damage (FOD) prevention, lockout/tagout procedures, and hazardous waste disposal. The contractor must submit the ISHE plan to the Procurement Contracting Officer, DCMA Safety Representative, and Contracting Officer's Representative for approval prior to contract execution and whenever modifications occur. The contractor is required to report mishaps within prescribed timelines via telephone to the DCMA Safety Representative and Integrated Product Team Lead, followed by written investigation reports detailing incidents involving hazardous material spills, personnel injuries, or government property damage. Minimum quarterly safety meetings are mandated, and the contractor must ensure sufficient working stands are provided to prevent fall hazards above four feet during maintenance operations. Compliance is required with numerous technical manuals, standards, and regulations including DCMA, NAVAIR, NFPA, and DoD specifications.
