About this file

This is a Questions and Answers document for Solicitation N6264926QJ017, Amendment 0002, concerning Vehicle Cage Fabrication and Installation at NAF Atsugi.

The document addresses eight clarifications regarding design and fabrication requirements for a vehicle cage system. Key technical approvals include: the front barrier and side filler panels must remain fully compatible with side curtain airbag deployment without obstruction; either round or square steel tubing is acceptable for the main roll bar frame provided all specified dimensions, minimum 14-gauge thickness, and structural strength requirements are met; the rear seat partition wall structural framework must adhere to the same commercial-grade steel tubing standards as the front barrier; wire mesh with approximately 3.2 mm wire diameter and 25 mm x 25 mm grid openings is acceptable for the rear seat partition wall and rear window protection guards; omitting left and right side aluminum channels is permissible if the polycarbonate pane is securely fastened and supported by top and bottom channels and the main frame assembly; dedicated separate side filler panels are not required for the rear partition provided the structure adequately prevents cargo from shifting into the passenger compartment; and for the front barrier upper window, contractors may provide either a single continuous contoured polycarbonate sheet or an assembly with separate center and side filler panels, provided the design achieves full physical separation and maintains airbag compatibility. The document also confirms that commercial transport carriers will be granted base access for loading and unloading operations subject to standard security screening and coordination with designated Security Department Points of Contact.

Vehicle Cage Fabrication and Installation

QUESTIONS AND ANSWERS

Question 1: When designing the front barrier to fit flush along the B-pillar, it may partially interfere with the deployment path of the roof-mounted side curtain airbags. Is partial interference with airbag deployment acceptable?

Answer 1: No. The barrier design and side filler panels must be engineered and contoured to remain fully compatible with side curtain airbag deployment without obstruction.

Question 2: The specification defines the outer dimensions and wall thickness for the steel tubing but does not specify the cross-sectional shape. Is either round or square tubing permitted for the main roll bar frame?

Answer 2: Yes. Either round or square steel tubing is acceptable, provided all specified dimensions, minimum thickness (14-gauge minimum), and structural strength requirements are met.

Question 3: Must the structural framework for the rear seat partition wall adhere to the same material standards as the front seat isolation barrier?

Answer 3: Yes. The structural framework for the rear seat partition wall must adhere to the same commercial-grade steel tubing standards specified for the front barrier.

Question 4: Is wire mesh with a 3.2 mm wire diameter and a 25 mm x 25 mm grid size acceptable for the rear seat partition wall and the rear window protection guards?

Answer 4: Yes. Wire mesh with an approximate 3.2 mm wire diameter and 25 mm x 25 mm grid opening size

(or a standard commercial equivalent meeting the security intent) is acceptable.

Question 5: Due to the curved shape of the roll bar frame at the outer edges, fabricating curved aluminum side channels for the upper window frame is difficult. Is it acceptable to install only the top and bottom aluminum channels and omit the left and right side channels?

Answer 5: Yes. Omitting the left and right side aluminum channels is acceptable, provided the polycarbonate pane is securely fastened and supported by the top and bottom channels and the main frame assembly.

Question 6: If vehicle transport between NAF Atsugi and the contractor facility is outsourced to a commercial carrier, will the transport carrier be permitted base access to perform loading and unloading operations?

Answer 6: Yes. Commercial transport carriers will be granted base access for loading and unloading operations, subject to standard base security screening, vehicle pass procedures, and prior coordination with the designated

Security Department POCs.

Question 7: Are separate side filler panels required to close gaps between the rear seat partition wall and the vehicle interior side panels?

Answer 7: No. Dedicated separate side filler panels are not required for the rear partition, provided the partition structure adequately spans the cargo area to satisfy the performance requirement of preventing cargo from shifting into the passenger compartment.

Question 8: For the front barrier upper window, is it acceptable to fabricate a single continuous contoured polycarbonate sheet across the entire width, or must separate center windows and side filler panels be used?

Answer 8: Either configuration is acceptable. Quoters may provide a single continuous contoured polycarbonate sheet or an assembly with separate center and side filler panels, provided the design achieves full physical separation and maintains side curtain airbag compatibility.
