About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Naval Supply Fleet Logistics Center Yokosuka (NAVSUP FLT LOG CTR YOKOSUKA) for Joint Region Marianas Fire and Emergency Services breathing air compressor maintenance and repair services.
The amendment modifies solicitation N6264926QH032 by extending the response due date from August 31, 2026 to September 4, 2026. The amendment revises the Performance Work Statement and submission/evaluation requirements based on updated equipment status provided by JRM Fire and Emergency Services. Key modifications include: removing previously completed one-time repair and assessment requirements for a mobile Bauer compressor (Serial Number 1B9PE1017AN730165); revising maintenance requirements for currently inoperative equipment; establishing parts-support and corrective-maintenance requirements for Fixed Bauer Compressor Serial Number 1077897 with a 14-calendar-day restoration requirement; and adjusting all contract line item periods of performance from September 7 to September 14 start dates. The solicitation covers six breathing air compressor units (Bauer, Nuvair, and Resolve Specialty Products models) located at three JRM F&ES fire stations on Naval Base Guam, NCTS Guam, and Marine Corps Base Camp Blaz. The base performance period runs from September 14, 2026 through September 13, 2027, with four optional one-year periods and one extended option period through March 2032. The contract is firm-fixed-price, awarded to the lowest-priced technically acceptable offeror based on technical acceptability, past performance, and price evaluation. Offerors must demonstrate mandatory breathing air compressor maintenance and repair certifications, capability to meet 14-calendar-day equipment restoration timelines, and ability to access required military installations.

Joint Region Marianas (JRM) Fire and Emergency Services (F&ES) provides fire protection, emergency response, rescue, hazardous materials response, and other emergency services in support of Department of Defense installations and activities within the JRM area of responsibility.
JRM F&ES utilizes breathing air compressor systems to provide a safe and reliable supply of breathing air in support of emergency-response personnel operating in environments where respiratory hazards exist or may exist. These systems support operations including structural and other firefighting activities, confined-space operations, rescue incidents, hazardous materials response, Chemical, Biological, Radiological, and Nuclear (CBRN) incidents, and other emergency operations requiring respiratory protection.
JRM F&ES currently operates six (6) breathing air compressor units located at fire stations aboard U.S. Naval Base Guam, Naval Computer and Telecommunications Station (NCTS) Guam, and Marine Corps Base Camp Blaz.
Proper preventive maintenance, testing, calibration, repair, function checks, corrective maintenance and availability of replacement parts of these systems are required to maintain equipment reliability, operational readiness, and the quality of breathing air supplied to JRM F&ES emergency-response personnel.
Services shall be performed in accordance with applicable equipment manufacturer's requirements and recommendations and the current edition of NFPA 1989, Standard on Breathing Air Quality for Emergency Services Respiratory Protection, as applicable to the equipment and services being performed

Offerors are responsible for ensuring that their offers, including any modifications or revisions, are received by the designated Government office by the established deadline. Offerors are advised that the Government intends to evaluate offers and award without discussions. Therefore, each Offeror's initial submission should contain its best terms from both a technical and price standpoint.
To facilitate a fast and efficient evaluation, quotes should be clear, concise, and submitted in two (2) separate parts:
Part I: Technical Capability and Past Performance Part II: Price and Administrative Documentation
2.0 Part I: Technical Capability
(Note: Do not include any pricing information in Part I). The page limit for Part I is 15 pages, excluding technician resumes and certification documents.)
The Offeror shall provide sufficient information to demonstrate its capability to successfully perform the requirements of the Performance Work Statement (PWS), JRM Fire and Emergency Services Breathing Air Compressor Preventive Maintenance, Testing, and Repair Services.
The technical submission shall address the following:
A. Technical Capability
The Offeror shall provide sufficient information to demonstrate its capability to successfully perform the requirements of the

(The Government is not prescribing a particularly inventory method. The Offeror may propose on-island inventory, dedicated stock, supplied arrangements or another method capable of meeting the required restoration timeframe.)

D. Compliance with the PWS
The Offeror shall state whether it takes any exception or deviation to the requirements of the PWS or other material requirements of the solicitation.
Any exception or deviation shall be clearly identified and explained.

Additional Information/Notes
The following clauses were added:
FAR Clauses Incorporated by Full Text
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Tailored)
(Feb 2026)
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Acceptability
Past Performance
Price
Basis for Award: The Government intends to award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror. The Government will evaluate offers in the following heavily streamlined manner:
Offers will be ranked by Total Evaluated Price from lowest to highest. The Government will then evaluate the lowest-priced offer for Technical Acceptability and Past Performance. If the lowest-priced offer is determined to be "Acceptable" in both Technical and Past Performance, the Government will evaluate no other offers and will make the award to that offeror.
Factor 1: Technical Acceptability
To be determined technically acceptable, the offeror must submit a brief capability statement (not to exceed two pages) that affirmatively demonstrates the following:
Equipment Maintenance & Repair: The ability to perform all required preventative maintenance, repair, assessment, and reporting for the six (6) specified air compressor units (Bauer, Nuvair, and Resolve Specialty Products LLC) as detailed in the Performance Work Statement (PWS).
Certifications: Possession of the mandatory "Breathing air compressor maintenance and repair certification(s)" for the technicians who will perform the work.
Capability to meet applicable maintenance, testing, corrective-maintenance, function-check, reporting and delivery requirements.
Base Access: The ability to secure base access for personnel and service vehicles at the required locations on Naval Base Guam and Camp Blaz.
Rating: This factor will be rated on an Acceptable/Unacceptable basis. An "Unacceptable" rating renders the entire quote ineligible for award.
Factor 2: Past Performance
The Government will evaluate past performance to determine the offeror's ability to successfully perform the required effort. The Government will not accept past performance references from the offeror. Instead, the Government will utilize data from the Supplier Performance Risk System (SPRS) and other Government databases.
Rating: This factor will be rated on an Acceptable/Unacceptable basis. An offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably, and will receive an "Acceptable" rating.
Factor 3: Price
Price will be evaluated for reasonableness and completeness. The Total Evaluated Price will be the sum of all CLINs for the base year and all four (4) option years.
