(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Acceptability
Past Performance
Price
Basis for Award: The Government intends to award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror. The Government will evaluate offers in the following heavily streamlined manner:
Offers will be ranked by Total Evaluated Price from lowest to highest. The Government will then evaluate the lowest-priced offer for Technical Acceptability and Past Performance. If the lowest-priced offer is determined to be "Acceptable" in both Technical and Past Performance, the Government will evaluate no other offers and will make the award to that offeror.
Factor 1: Technical Acceptability
To be determined technically acceptable, the offeror must submit a brief capability statement (not to exceed two pages) that affirmatively demonstrates the following:
Equipment Maintenance & Repair: The ability to perform all required preventative maintenance, repair, assessment, and reporting for the six (6) specified air compressor units (Bauer, Nuvair, and Resolve Specialty Products LLC) as detailed in the Performance Work Statement (PWS).
Unscheduled Failure Response Capability: The Government will evaluate whether the Quoter demonstrates the capability to perform the required on-site assessment and troubleshooting of unscheduled equipment failures within five (5) calendar days after Government notification and provide the required findings and recommended corrective action.
Certifications: Possession of the mandatory "Breathing air compressor maintenance and repair certification(s)" for the technicians who will perform the work.
Capability to meet applicable maintenance, testing, corrective-maintenance, function-check, reporting and delivery requirements.
Base Access: The ability to secure base access for personnel and service vehicles at the required locations on Naval Base Guam and Camp Blaz.
Rating: This factor will be rated on an Acceptable/Unacceptable basis. An "Unacceptable" rating renders the entire quote ineligible for award.
Factor 2: Past Performance
The Government will evaluate past performance to determine the offeror's ability to successfully perform the required effort. The Government will not accept past performance references from the offeror. Instead, the Government will utilize data from the Supplier Performance Risk System (SPRS) and other Government databases.
Rating: This factor will be rated on an Acceptable/Unacceptable basis. An offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably, and will receive an "Acceptable" rating.
Factor 3: Price
Price will be evaluated for reasonableness and completeness. The Total Evaluated Price will be the sum of all CLINs for the base year and all four (4) option years.
