About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) N6264926QB002 for Oily Wastewater Treatment Service at Commander Fleet Activities Yokosuka (CFAY), Japan. The Q&A addresses critical technical requirements for treating oily wastewater (OWW) contaminated with Per- and Polyfluoroalkyl Substances (PFAS), including specific evaluation criteria for bidders. Key requirements include providing evidence of successful PFAS water treatment, demonstrating ability to reduce PFAS contamination below 50 parts per trillion (ppt), submitting detailed treatment process flowcharts, and utilizing ELAP-certified laboratories for testing.

The solicitation requires contractors to provide collection barge services with sufficient capacity to support 13 ships homeported at CFAY, with flexibility in barge configurations. Contractors must also comply with disposal requirements, specifically using high-temperature incineration for PFAS-contaminated waste that cannot be treated to acceptable levels. The Q&A clarifies that bidders should check the System for Award Management (SAM) for debarred subcontractors and must submit PFAS test results within 7-10 days of sampling. This is a competitive, unrestricted solicitation for sources authorized to operate in Japan, issued by the Department of the Navy Naval Supply Systems Command.

<RFQ>

2.01a Solicitation - N6264926QB002.pdf

1. Page 2 of 44, Special Note 1. “Quoters are reminded of the requirements associated with subcontracting with contractors that are debarred, suspended or proposed for debarment” Question: To help the contractor ensure compliance with this requirement, please advise how to determine which potential subcontractors are included in this category. Is a list of vendors who are debarred, suspended or proposed for debarment available to bidders?

Answer: Contractor can check/find those vendors in SAM.

2. Page 38 of 44, Evaluation – Section (a) Technical Capability.

Questions:

a. To determine a bidder’s technical capability with respect to treating OWW contaminated with PFAS, will the Government require that contractor provide evidence of successful performance of treating PFAS contaminated water?

Answer: Yes.

Please provide evidence of successful performance of treating PFAS contaminated water. Provide pre-treatment analysis and post-treatment analysis of previous jobs utilizing KTR’s treatment method to achieve analytical results below 50PPT.

b. Will the assessment of the bidder’s technical capability require evidence that the bidder can complete all the required steps within the time constraints required in this solicitation(treatment, sampling, testing at an ELAP certified laboratory and delivery of results)?

Answer: Yes.

c. As evidence of a bidder’s technical capability, will the Government require a sample chain of custody and third-party ELAP certified test results showing that PFOA and PFOS contamination in water was reduced by bidder’s treatment process to below 50ppt?

Answer: You may use it as your proof of technical capability. .

3. Page 39 of 44, Technical Evaluation 3 -- OWW Treatment Capabilities. “ A statement, flowchart, or diagram, not more than 7 pages (Font size 10pt.), that outlines the OWW treatment process in accordance with PWS paragraphs 6.4.1.2, 6.4.3, 6.4.1.7, and Table E1 through E3.”

Questions:

a. Should the bidder’s OWW treatment process flowchart (or statement or diagram) includes process steps and timelines for the PFAS portions of the treatment process?

Answer: Yes

b. Should the bidder’s flowchart process steps for PFAS treatment include the timeline (i) from receipt of OWW to sampling and (ii) from sampling to receipt of test results?

Answer: Yes

<PWS>

1. Page 12, Section 6.10.8 –PFAS Testing Laboratory Requirements. “The PFAS analysis requirements in this paragraph apply to all PFAS testing performed under both initial sampling and post-treatment sampling.”

Background: Government logistical challenges can arise when barge availability is constrained by delays in sampling, testing and reporting from a certified laboratory.

Question: Please clarify the maximum number of days after the date of sampling within which the Contractor must submit certified PFAS test results to the COR/TPOC Answer: 7 -10 days

2. Page 15, Specific Requirements for Disposal of OWW, Sludge and Filters contaminated with PFAS(CLIN 0006). – Section 7.2 “Contractor must dispose of any PFAS contaminated Oily Waste and OWW, which cannot be treated to less than 50 ppt …” Question: Because each of Japan, US and international environmental regulations currently accept only high temperature incineration for disposing PFAS contamination in excess of permitted levels, should the bidder assume that the disposal requirement under 7.2 (CLIN 0006) will include high temperature incineration?

Answer: Yes. High Temperature Incineration is the current method for disposing of PFAS contamination in excess of permitted levels. In this event the COR/TPOC would verify test/retest results IAW 7.1.4 and 7.1.5 after treatment/retreatment and contractor would advise recommended destruction and disposal method(s) and the facility properly licensed for disposal.

3. Page 5, Requirements, OWW Barge services. – Sections 6.3 and 6.4 – “The Contractor shall provide OWW treatment barge service … collection barge service” Background: Over the past several years the Government has experienced increases in both operational tempo and concurrent service demands that required increases in the number of barges servicing OWW.

Question: Will the Government require a specific minimum number of barges to be available under this contract?

Answer: Contractor will need to provide a sufficient number of barges to service OWW collection and disposal for CFAY. 13 ships are currently homeported at CFAY that will require OWW collection and disposal while in port.

4. Page 5, Collection Barge Service (CLIN 0003). – Section 6.3.1(a) “provide collection barge(s) with 50,000 gallons or larger holding capacity of OWW” Background: The solicitation anticipates supporting numerous Navy ships, including Yokosuka-homeported ships, which may require simultaneous OWW collection operations.

Question: Must this minimum capacity requirement be met by a single barge with at least 50,000-gallon capacity, or may multiple barges be used to meet the minimum capacity on a combined basis?

Answer: No minimum, as long as the contractor can support requested capacity. No issues, if barges need to be swapped to support
