About this file

This document is an Amendment of Solicitation (Standard Form 30) for a maintenance work order (WOO) for APL-67, issued by NAVSUP Fleet Logistics Center Yokosuka. The amendment extends the proposal response deadline from 11 Sep 2025 to 18 Sep 2025 at 10:00 AM Japan Standard Time, providing additional preparation time for offerors. The document includes detailed responses to two specific contractor inquiries regarding Quality Management System (QMS) requirements and Non-Destructive Testing (NDT) inspector qualifications for the maintenance, repair, and overhaul (MRO) of the ship. The government clarified that a separate QMS acceptance is required from SRF-JRMC Yokosuka, and provided specific guidance on welding and NDT inspection personnel certifications, noting that while certain NAVSEA Standard Items are referenced, they may not fully apply to this specific vessel maintenance project.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification): The purpose of this amendment is as follows.

1. To extend the required response date/time in Section A from 11 Sep 2025 at 10:00 AM Japan Standard Time (JST) to 18 Sep 2025 at 10:00 AM Japan Standard Time (JST), to provide additional time for offerors to prepare their proposal.

2. To respond to the questions received.

Below is the questions received and responses.

Question (4)

1. We would like to inquire about APL-67(Maintenance WOO).

Regarding the requirement to QMS (Quality Management System), we would like to request to clarify as follows.

a. Is it necessary to re-submit the QMS to get the acceptance of NAVSUP FLCY?

The QMS has been submitted when MSRA qualification is entitled. Since the submission, the content has been kept without any revision, or same contents.

b. In this case, is our submitted QMS still valid for the work?

2. References for APL-67

a. According to the solicitation Section E, E-2.0 on the page 14 of 43, it is clearly stated that the Contractor's quality management system shall be in accordance with that set forth in NAVSEA Standard Item 009-04.

b. In line with the work specification package delivered, NSI 009-004 (FY26) is applicable to the MRO of ship APL-67.

c. Following to NSI 009-004 (FY26), Item 3, 3.2 mentions that the contractor must have an accepted QMS, in accordance with this NAVSEA Standard Item, in place to receive and an award of a Job Order.

Government Answer (4)

1. In accordance with NSI 009-004, the QMS must be submitted to the NSA for acceptance. Since the NSA for this requirement is SRF-JRMC Yokosuka, a separate QMS acceptance and approval is required.

2. Since this is not a NAVSEA Ship, it does not require that level of oversight. This is not critical system or weight bearing, and being an ABR or MSRA is sufficient.

Question (5)

1. We would like to inquire about APL-67(Maintenance WOO).

Regarding the requirement to NDT (Non-Destructive Testing), we would like to request to clarify as follows.

a. Is it possible to replace an NDT inspector with a Quality Management Inspector to focus on welding visual inspection only, who holds welding inspector certification such as CWI1) and/or CSWIP2) ?

For other Non-destructive test will be carried by NDT inspectors, qualified by ASNT (American Society for Nondestructive Testing).

1) CWI : Certified Welding Inspector, qualified by AWS (American Welding Society)

2) CSWIP : Certification Scheme for Welding Inspection Personnel, qualified by TWI (The Welding Institute)

2. References for APL-67

a. In line with the work specification package delivered, NSI 009-012 (FY26) is applicable to the MRO of ship APL-67.

b. Following to NSI 009-012 (FY26) :

b-1) it is referring to "References 2.9 T9074-AS-GIB-010/271, Requirements for Nondestructive Testing Methods" and b-2) it is referring to 3.7 Accomplish nondestructive testing in accordance with the following:

Government Answer (5)

1. If NSI 009-012 is invoked for welding and NDT Table 4 would apply. By default the contractor would need to provide visual inspection services IAW line 7 that meet the requirements 0900-060-4010 and personnel certified IAW T9074-AS-GIB-010/271, Section 1. In this case CWI would NOT be acceptable. Alternatively, if the APL was constructed to other standards, i.e. ABS, the contractor could invoke Table 4 OPTION B to utilize the same welding and NDT requirements that were invoked during construction of the vessel.

2. While NSI 009-12 is invoked in the work item, there is no NDT requirement for this work.
