About this file
This Performance Work Statement (PWS) details the fabrication of submarine weight test equipment for the USS Emory S Land AS 39, a Virginia Class submarine. The Navy requires a contractor to fabricate multiple test assemblies and fixtures, including Rammer Test Fixtures, Button Test Adapters, Strongback Test Fixtures, and various cable test adapters, with specific piece numbers and Safe Working Load (SWL) ratings ranging from 2,000 to 12,800 pounds. All equipment must be fabricated in accordance with NAVSEA Drawing 709-5032448, with requirements for non-destructive testing of welds and certification of load testing.
Delivery specifications include an 80-day lead time with the earliest delivery requested for September 1, 2025, to be shipped to DLA Distribution Guam Marianas in Santa Rita, Guam. The procurement is structured as a Total Small Business Set-Aside with NAICS code 33999, targeting businesses with 550 or fewer employees. Quality assurance requirements mandate non-destructive testing and certification documentation demonstrating that all load-bearing welds meet or exceed the specified Safe Working Load (SWL) requirements.
