SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SUMMARY OF CHANGE

SUMMARY OF CHANGES

1. Questions and Answers: Following questions were raised and answers are provided:

Q1)Regarding Attachment (4) Financial Information Data Sheet, how should we fill the sheet if there are any inapplicable items? For example: prepaid expenses, accounts receivables under assets, items other than short term loans under liabilities. It seems the total asset and total liabilities net asset do not match.
A1)Fill in “N/A” or “0” accordingly. Attachment (4) is just an excerpt of most current balance sheet and profit & loss statement and it shall be submitted along with them.
Q2)Wide Area Workflow (WAWF) will be implemented for payment under the proposed renewal contract. Under the current contract paper invoicing has been used through e-mails to the Ordering Officer (OO) & Contracting Officer’s Representative (COR) as it was difficult to access WAWF from PCs in Japan when it was awarded five (5) years ago. Is it really accessible now?
A2)Yes, implementation of WAWF area has been progressed in Japan since then. WAWF instruction will be provided to prospective contractors shortly.

Q3) Regarding Attachment (3) Past Performance Information (PPI), can we provide the information about our current contract with Puget Sound Naval Shipyard (PSNS)? In that case, can we use System for Award Management (SAM) as attachment of past performance evaluation?

A3) Yes, you may use your current contract with PSNS as a reference. Fill in the form accordingly and no attachment is required.

Q4)Regarding Attachment (5) Contractor’s Performance Evaluation Sheet, should we have PSNS COR to fill in and submit?
A4)No, Attachment (5) is not required to be submitted as a part of your proposal. This form will be used after the contract is awarded.
Q5)Will the maximum quantity/amount be set as the current contract/solicitation?
A5)Yes, maximum quantity/amount will be set.
Q6)Do we need to submit a proof to comply with the Periodic House Lease Law?
A6)No, no proof is required to be submitted.
Q7)In the minimum required specification, “Television incl. three (3) English-language cable or satellite television channels” is required. Do you have any specific English TV channels/types to be required?
A7)No, no specific channels or types are required.
Q8)What do we need to submit as a proposal?
A8)Refer to “Submission of Proposal” of the solicitation/amendment.
Q9)Regarding number of rooms can be proposed: The number of available rooms varies depending on the time of the year. Assuming 100 rooms are proposed at the time of basic contract, will the actual available number of room be verified every year as it is done in the current contract? In this case, can we proposed the number of rooms we would like to, regardless of the fluctuation? In short, will it become a problem if we cannot provide 100 rooms after 100 rooms were proposed at the basic contract?
A9)Maximum available number of room can be provided shall be proposed at the time of solicitation proposal. Actual available number of rooms may be proposed for the period set forth in the Request for Task Order Proposal (RTOP) at the time of task order award.
Q10)Are there any other major changes in the proposed solicitation/contract from the current contract/solicitation other than room types (e.g. standard and deluxe), contractual total number of room nights, or applicable laws and regulations (e.g. Hotel Business Law and Periodic House Lease Law).
A10)Ordering procedures using Request for Task Order Proposal (RTOP) is one of the major changes other than above. Price is not the evaluation factor for the basic contract, however it will be the most important factor at the time of task order award.
Q11)In the minimum required specification, a blanket is required. If a duvet is provided, should a blanket also be provided? Does a duvet need to be laundered weekly, or launder of a duvet cover in a weekly basis suffice?
A11)A duvet is fine with no blanket. A duvet cover need to be laundered weekly as bed linen, but not the actual duvet itself.
Q12)The contract period is recognized to be base plus four (4) option years for the total of five (5) years, correct?
A12)Yes. However, by this modification Federal Acquisition Regulation (FAR) clause 52.217-8 “Option to Extend Services” is incorporated. Additional six (6) months period may only be exercised if required.
Q13)During this five (5) year contract period, there is a possibility Yokosuka City will begin their re-development plan of Yokosuka-chuo Station area. This development plan may cause our hotel inability to provide services under the proposed contract. If this situation occurs, will we get penalized for cancelling (terminating) the contract?
A13)The Government is not intend to “penalize” the contractor on situation beyond their control. In such case, inform the Government immediately for further discussion.
Q14)Regarding Ironing Board and Iron: As for the guests who stay at our hotel, the guest will receive complimentary full laundry service. Thus, we expect that not so many guests will need ironing board and iron in their room. We wonder if it will be acceptable that our front desk clerk will deliver the ironing board and iron to the guest room upon guest’s request, instead of installing the ironing board and iron in each guest room beforehand. In order for every PSNS guests to be aware of the availability, we will issue the following information documents to the PSNS guests upon their checking in: “Ironing Board and Iron are available upon your request and you may keep them in your room for as long as you want”.
A14)Yes, it is acceptable.
Q15)Regarding Electronic Coffee Maker in Unit: As for the guest who stay at our hotel, the guest will have complimentary coffee, black tea, purified naturalized water (both hot and cold) for drink in the lobby for 24 hours, 7 days a week. And the guest are welcome to take the coffee/black tea/purified naturalized water to their guest rooms by themselves at any time. Thus, we expect that not so many guests will need electronic coffee maker in their room. We wonder if it will be acceptable that our front desk clerk will deliver the electronic coffee maker to the guest room upon guest’s request, instead of installing the electronic coffee maker in each guest room beforehand. In order for every PSNS guests to be aware of the availability, we will issue the following information documents to the PSNS guests upon their checking in: “Electronic Coffee Maker is available upon your request and you may keep them in your room for as long as you want”.
A15)Yes, it is acceptable.
Q16)According to the solicitation, contractors’ proposed unit price per room night shall be at or less than the current maximum lodging rate from the Defense Travel Management Office (website: https://www.defensetravel.dod.mil/site/perdiemCalc.cfm) for Yokosuka Naval Base. Exchange rates are always changing. If the exchange rate used before the solicitation closing, causes the bidding price to exceed the per diem rate, what would happen?
A16)As it is stated in paragraph 6.0 of the PWS, the maximum unit price per room night will be determined by two valiables, current Per Diem Rate of Defense Travel Management Office for Yokosuka Naval Base and current Budget Exchange Rate (BER), and it may be modified at the time of contract award and option exercise. As of today (20 July 2018) the Per Diem Rate for Lodging in Yokosuka Naval Base is $153.00. For the solicitation proposal, Fiscal Year 2019 (FY19, 1 October 2018 through 30 September 2019) BER of JPY 111.5938/$1.00 shall be used as the proposed contract start date is 1 November 2018 (FY19).
Q17)Which exchange rate should we use to convert from U.S. dollars to Japanese Yen?
A17)As shown in A16) above, FY19 BER of JPY 111.5938/$1.00 shall be used.
Q18)Our facility provides only the deluxe room, therefore we are bidding all our rooms to the deluxe rooms. If PSNS orders only standard rooms, is it possible to bid on these orders? Would it be possible to join this bidding up to ceiling of the deluxe room price? If so should we indicate as “correspond as standard room” when we bidding as deluxe room?
A18)RTOP will be forwarded to all contractors regardless of the type of the room. Deluxe rooms meets the requirements for a standard room. Therefore, you may propose a deluxe room in response to an RTOP for standard rooms. If you intend to provide your “deluxe” room as “standard” room, you need to propose the maximum available number of rooms to be provided as “standard” room in respond to this solicitation in order to create/set-up the Contract Line Item Number (CLIN) in the resultant contract.
Q19)According to the minimum requirement, coffee cup and saucer is required. Would a coffee mug suffice and acceptable?
A19)Yes, it is acceptable.
Q20)Regarding bedding requirements, we currently supply fitted sheet, flat sheet, pillow case, duvet and duvet cover. Would this suffice and acceptable? Are two pillows required also?
A20)Yes, it is acceptable. Two pillows and two pillow cases are also required to be provided.

2. CLIN 5000 series (CLINs 5001 & 5002) have been added to be used with FAR 52.217-8 “Option to Extend Services” clause.

3. PWS is revised as follows and Attachment (1) Minimum Requirement Checklist for Lodging Facility and Attachment (2) Number of Units and Price Proposal are replaced with the attached.
