Question Response Mod No.
1 Confirm the contract capacity of the solicitation, the synopsis posted states $200M. Is this correct, or is it supposed to be $20M?
(General) Total fee for the entire contract term shall not exceed $200M.
2 Page 8 of 20, CRITERION 2, Professional Qualifications, requires that the Principal-in-Charge and the Project Managers for the contract can only be registered architects. Both registered architects as well as professional engineers lead "architect-engineer services" contracts as prescribed in FAR 36.6 and in the delivery of like IDIQs. The requirement for Registered Architects only restricts firms in providing the most qualified staff to lead a contract of this size and complexity. We respectfully request that the Principal-in-Charge and at least one Project Manager be allowed to be registered architect or any professional engineering discipline as long as the required expertise/experience/professional registration is demonstrated.
(Criterion 2) The professional qualifications for Principal-in- Charge and Project Manager/Project Architects shall remain as registered architects.
3 On Page 4 and 5 of 20, CRITERION 1, Specialized Experience, clearly states that “Each project’s construction cost shall be approximately $30 million or more.” We believe that this requirement by itself meets NAVFAC's intention to qualify as a "Recent Relevant Project."
However, later in the same section: “If a single project has multiple relevant features, the firm must provide the construction dollar value of each relevant feature and must meet the specified construction cost thresholds individually." As stated in this same section, the minimum requirement for either a new or repair/renovation project to qualify as a Section F project is at least $30M or more in estimated construction costs for the entire project. However, it is atypical for one project to include multiple relevant features at $30M estimated construction costs each individually, as requested. For example, if one project includes two relevant features that need to be at least $30M each, the estimated construction cost of the entire project would have to be a minimum of $60M.
Except for single purpose facility projects (e.g., Bachelor Enlisted Quarters, Headquarter Building), on a typical DoD new construction, the aggregate value of multiple relevant features is a fraction of the overall construction value (typically 18 to 25%). So, a project to have a $30M construction cost for a SINGLE feature would require firms to have MEGA projects as all of their Criterion 1 projects.
(Criterion 1) To qualify as a Relevant Project, at least one of the facility types/features must be approximately $30 million or more.
To receive consideration for multiple relevant features/facility types in a single project, each facility type/feature must be approximately $30 million or more.
At a minimum, firms must demonstrate experience in 3 of the 6 different facility types/features in the projects identified within Section F.
Example:
A project with an Administration Facility valued at $30 million construction cost which includes a Community Support Facility valued at $10 million construction cost would receive consideration for the Administration Facility only.
TOTAL ONE (1) RELEVANT PROJECT.
A project which includes a BEQ valued at $30 million construction cost includes a Community Support Facility valued at $30 million construction cost for would receive
Please confirm that the Navy's intent is for a firm to demonstrate they can design a minimum of 3 of the 6 different facility types in their Section F projects where the primary function of the facility is valued over $30M worth of construction.
consideration for both BEQ and Community Support Facilities.
TOTAL TWO (2) RELEVANT PROJECTS.
4 The solicitation currently requires that the Principal In Charge (PIC) and Project Managers be licensed architects. Based on the nature of the work, we believe that licensed engineers can provide equivalent value in managing these projects and fulfilling contract requirements. We respectfully request that the solicitation be amended to allow these roles to be filled by either licensed architects or licensed engineers. This flexibility would enable prospective firms to propose the most qualified and effective team to the government.
(Criterion 2) The professional qualifications for Principal-in- Charge and Project Manager/Project Architect shall remain as registered architects.
5 Would the government consider allowing a certified Registered Communication Distribution Designer who is not a registered Electrical Engineer be eligible to fill the Telecommunications key personnel role?
It is common industry practice to rely on Registered Communications Distributions Designers to fully design communication distribution systems, supervise the execution of the design, coordinate with the rest of the design team including the Electrical Engineer who is in charge of the electrical design, and then assess the overall quality of the completed communication distribution system that supports the ICT solution. We have multiple project examples completed for the DoD where the Telecommunications design was completed by an RCDD alone.
(Criterion 2) The Telecommunications Engineer must be both a licensed Electrical Engineer and a Registered Communication Distribution Designer (RCDD).
6 Please confirm that an engineer can fill the role of Project Manager.
Many AE firms implement a PM/DM model much like NAVFAC to deliver projects where Architects often fill DM roles and Engineers PM roles.
(Criterion 2) The professional qualification for Project Manager/Project Architect shall remain as a registered architect.
7 Please confirm that Project Managers are neither required to be licensed engineers nor registered architects but only a PMP certification is required.
(Criterion 2) The professional qualification for Project Manager/Project Architect shall remain as a registered architect.
8 Please confirm that the submission requirement for key personnel resumes, "Project Manager/Project Architects (3), provides firms the flexibility to provide 1 PM and 2 Architects or 2 PMs and 1 Architect, but no more than three resumes for PMs and Architects combined.
(Criterion 2) Confirmed. 1
9 Please confirm, only the Architect (or Project Architect) role requires Block 19, Relevant Projects to be filled out. Other key personnel roles (Project Manager, civil, structural, etc.) should leave Block 19 blank.
(Criterion 2) “Architectural Key Personnel” includes the Principal-in-Charge of the Prime Firm or JV, and Project Manager/Project Architects. All other personnel roles (Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, Telecommunications (RCDD), and Cost Estimator shall leave Block 19 blank.
10 In NAVFAC Pacific's recent solicitation N62742-26-R-1207 for Civil Projects and Other Projects, Specialized Experience of an A-E subcontractor to a construction contractor, serving as the Designer-of- Record on a DB project, is given the same level of evaluation as an A-E firm for a DBB project. Please consider implementing this approach to this synopsis rather than considering DBB more favorably. We recommend requiring a minimum of 1 or 2 DBB projects to demonstrate that experience instead of devaluing plans and specifications delivered as the DOR on a D-B project.
(General) No change to synopsis. 1
11 Please confirm that a single Section F Project Description is permitted to encompass more than one Task Order IF multiple Task Orders (e.g., one for BPA/PDA and one for DBB design services) were completed under the same master IDIQ contract for the same project.
(General) Confirmed. 1
12 Please confirm that Attachment B - Key Personnel Resume Supplemental Information should be filled out for architectural personnel only and no other key personnel roles.
(Criterion 2) Confirmed, Architectural Key Personnel only (Principal-in-Charge of the Prime Firm or JV, and Project Manager/Project Architects).
13 Does the government have a deadline in which a DoD SAFE link can be requested or is it the standard seven (7) calendar days prior to submission?
(SF330 Submission Requirements) Request link at least seven (7) calendar days prior to submission.
14 Please confirm if the specific discipline of Principal-in-Charge should instead be called Principal-in-Charge Architect of the Prime Firm, Principal-in-Charge Architect, or just Principal-in-Charge.
(Criterion 2) The Principal-in-Charge must be an architect, but should be called “Principal-in-Charge”.
15 Since key personnel roles other than the architectural role does not require Box 19 to be filled out, would the government allow the Box 19 portion of the form to be deleted instead of leaving it blank?
(Criterion 2) Deleting Box 19 instead of leaving it blank is acceptable.
16 Are both SB and LB firms required to submit a completed Attachment F with their SF330 submission?
(Criterion 8) Small businesses shall submit Attachment (F), Small Business Participation Document, and large businesses shall submit Attachment (E), Small Business Subcontracting Plan.
17 Please confirm that Attachment F requires primes to subcontract 20% of the Total Contract Value to Small Businesses in addition to the NAVFAC total planned subcontracting goals outlined in Criterion 8.
(Criterion 8) Attachment F requires the Prime to subcontract 20% of the total contract value.
Example:
Contract Value: $200,000,000.00 Total to be subcontracted: $40,000,000.00
Of that 20% (or $40,000,000.00 as used in the example), the NAVFAC goals as stated in the synopsis (Criterion 8) shall be applied.
Example:
SB subcontracts: $16,000,000.00 SDB subcontracts: $2,000,000.00
18 Under Criterion 1, Submission Requirements, Page 7 of 20, first paragraph states, “…specifically indicate the value of the work performed.” Should the value be indicated in dollars or percent of contract, or is either acceptable?
(Criterion 1) Dollars. 1
19 Under Criterion 8, Submission Requirements, Page 15 of 20, regarding Large Businesses submitting (3) ISRs, what should be submitted by new Joint Ventures that do not have previous contracts, and therefore no ISRs, to meet this submission requirement?
(Criterion 8) Indicate as such, the Offeror is a new Joint Venture with no previous contracts and therefore no ISRs are available.
20 Under Criterion 2, Submission Requirements. Pages 9 & 10 of 20, separate Electrical Engineer and Telecommunications RCDD personnel are listed. If an individual is qualified as both, can one individual satisfy both these roles for the submission requirements or are two individuals preferred or required?
(Criterion 2) One individual can satisfy both of these roles if qualified. No preference is given for one (1) or two (2) individuals.
