About this file

This document is a Questions and Answers (Q&A) file for Navy solicitation N62478-25-R-5045, dated December 4, 2025, for architectural services. The solicitation is set aside for small businesses under NAICS code 541310 and requires firms to submit an SF330 package. Key submission details include: firms may submit the SF330 by December 30, 2025, at 2:00 PM Hawaii Standard Time, with a maximum file size of 8GB in Adobe PDF format. The contract requires specific key personnel, including a Telecommunications Engineer (who must be both a licensed Electrical Engineer and RCDD), one Fire Protection Engineer, two Project Manager/Project Architects (all requiring professional licenses), and a cost estimator with professional certifications.

Notable responses clarify that there is no incumbent contractor, this is a distinct contract from a similar recent solicitation, and the government will not change the NAICS code despite some engineering-related work. Potential offerors must ensure they are registered in SAM.gov with updated small business status under the 2022 NAICS standards. Submissions must be sent to NAVFAC Hawaii, Code CON33, with specific contact persons for file submission assistance. The solicitation emphasizes that all key personnel must be licensed in their specific discipline, and firms must carefully review all submission requirements to avoid elimination from evaluation.

Ques.

No.

Question Response Mod No.

1 Could you please confirm whether there is a current incumbent contractor performing the services outlined in this solicitation? If so, we would appreciate it if you could share the contractor’s name and contract number, if available.

(General) No contractor is currently performing the services outlined in this synopsis.

2 In reviewing the solicitation provided and supporting documents for this IDIQ, it seems very similar in scope to solicitation N6247825R5044 posted on 10/7. We wanted to confirm this solicitation is a different contract?

(General) Yes, this is a different contract.

3 It appears that a great deal of the work required for this contract would be engineering-related. Would the government consider changing the NAICS Code for this project to 541330 to reflect who will be doing the work under this contract?

(General) The work is primarily architectural and the Government would like the Prime to provide architectural services. Therefore, the Government does not anticipate changing the NAICS Code.

4 I am looking to find out if there is an incumbent contractor for this effort? If there is, can you please provide the contract number. I would like to submit a FOIA request for a copy of the previous contract and the FOIA office will need that number to process my request.

(General) See Response to Question No. 1.

5 Does [FIRM] qualify to compete for this opportunity based on our existing Small Business registration under NAICS 541310?

(General) “Small Business” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is building on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

To be eligible, a firm must be identified as a Small Business under the NAICS Code for this procurement: 541310, Architectural Services. Firms can certify their size status for their NAICS codes in SAM.gov.

Businesses registered in SAM.gov must update their registration in order to have their small business status updated based on the new size standards effective October 1, 2022 (NAICS 2022).

The candidate needs to submit an SF330 and the Government would review it then for qualifications. The Government does not preview a firm’s work ahead of time. It’s up to the candidate to decide if they will compete for this opportunity or not.

Please note that the announcement states: “For eligibility requirements as a Small Business Joint Venture, please go to:

https://www.sba.gov/. Failure to include the joint venture agreement may result in the firm’s elimination from further evaluation.”

6 Are there any additional business certifications or eligibility requirements we should meet to be considered responsive?

(Criterion 1-8, Submission Requirements, page 3-16 of 18; SF330 Submission Requirements, page 17 of 18) See “Submission Requirements” under each Criterion and response to Question No. 5.

7 Could you please confirm the preferred method for submitting our SF 330 package (e.g. file naming, size limitations, and confirmation of receipt)?

(SF330 Submission Requirements, page 17 of 18) Minimum requirements for submission procedures are already in the synopsis.

The SF330 must be in Adobe PDF format, and the file size must not exceed 8GB.

Firms may submit an SF330 at any time by the closing date/time.

Please note that the announcement states: “Firms are advised to check https://www.SAM.gov for any additional modifications pertaining to this notice which may affect your SF330 submission.”

Firms may submit an SF330 to NAVFAC Hawaii, Code CON33, Attn: Ms. Kelcie Kimura. Please note that the announcement states: Submissions sent via facsimile are not authorized and will not be accepted. Hard copy proposal submissions will not be accepted. Submit all pages of the SF330 as one complete file (multiple files will not be accepted). If a firm is unable to email a large PDF file, an alternate method using the Government’s DoD SAFE file sharing is available. Contact Ms. Kelcie Kimura, Contract Specialist via email at kelcie.e.kimura.civ@us.navy.mil and Ms. Kris Nakashima-Wong, Contracting Officer via email at kris.e.nakashima-wong.civ@us.navy.mil for a Drop-off request in order for you to be able to submit your SF330 via DoD SAFE.

8 [FIRM] would like to request for an extension from the original December 9th due date?

(SF330 Submission Requirements, page 17 of 18) Firms responding to this announcement by Tuesday, 30 December 2025 at 2:00 PM Hawaii Standard Time (HST) will be considered.

The synopsis has been revised. See Synopsis Modification No. 2 dated 4 December 2025.

9 If possible, can the requirement for a Telecommunications Engineer be removed and replaced with a licensed Electrical Engineer? If possible, is it OK for him/her to be just a Registered Communication Distribution Designed (RCDD)?

(Criterion 2, page 8 of 18) The Telecommunications Engineer must be both a licensed Electrical Engineer and a Registered Communication Distribution Designer (RCDD).

10 Are two Fire Protection Engineers needed or was the second one listed by mistake?

(Criterion 2, Submission Requirements, page 10 of 18) One (1) Fire Protection Engineer is needed.

The synopsis has been revised. See Synopsis Modification No. 2 dated 4 December 2025.

11 Criterion 2 mentions the requirement of “Project Manager/Project Architects (2).” Does this mean that we can submit either two projects managers or two project architects? If we then submit two project managers, is it possible for them to have AE experience instead of a license?

(Criterion 2, page 10 of 18) All key personnel must be licensed in their specific discipline. The “Project Manager/Project Architect” is an Architectural Project Manager/Project Architect, therefore, a license is required.

12 What license is the cost estimator expected to have? (General) Professional certifications for cost professionals such as CCP, CPE, or similar.

13 Is it okay if the Telecommunications Engineer is a RCDD, and not a licensed Electrical Engineer?

(Criterion 2, page 8 of 18) See Response to Question No. 9.
